Description (Posted 28 June 2022) The purpose of this notice is to provide notification of an amended schedule and post questions and answers recently released during the Training & Simulation Industry Symposium (TSIS) held in Orlando, 15 - 16 June. Estimated Milestone Dates: � � �Request for Proposal (RFP) issued:� � � 4th Qtr, FY22 � � �RFP Questions and Answer period:� � � �1st Qtr. FY23 � � �Proposal Due:� � � � � � � � � � � � � � � � � � � � 1st Qtr. FY23 � � �Contract Award:� � � � � � � � � � � � � � � � � � �3rd Qtr. FY23 As noted in the revised schedule immediately above, prospective Offerors should anticipate the Government may release a solicitation (Final RFP) is during the 4th Quarter, Fiscal Year 2022 (4th Qtr FY22), beginning 1 July 2022 and ending 30 September 2022.� The Milestone Dates are estimates and subject to change. Questions submitted during TSIS 2022 and Government responses are provided as follows: 1.� When will the Government issue updated answers to industry questions regarding the Computer Based Instructional Development III (CBID III) draft Request for Proposal (RFP)? Answer:� The Government�s intent as expressed at SAM.gov has been to make changes where appropriate and issue the solicitation (final RFP) without amending the answers.� However, since the soonest a final RFP may be posted is now during the 4th Quarter of Fiscal Year 2022, the Government will update answers previously posted to SAM.gov in July 2022. 2.� Will the Government please issue an updated DRFP based on the changes the Government made or as a result of industry's recommendations? Answer:� There is no requirement to issue a second draft RFP.� Industry feedback and resultant changes will be reflected in the final RFP.� When the solicitation posts prospective Offerors will have an opportunity to submit comments/questions/concerns prior to proposal submittal. 3.� Draft RFP questions will be addressed with final RFP. �Will the government release another draft RFP with changes from industry questions/comments? Answer:� No.� When the solicitation (final RFP) is posted to SAM.gov prospective Offerors will have an opportunity to submit comments/questions/concerns prior to proposal submittal. 4.� Will there be a sample task and if so, will it be awarded with the Indefinite Delivery Indefinite Quantity contract? Answer:� The solicitation (final RFP) will include a Sample Task Order. �It is only a sample to be used for proposal evaluation purposes and it will not be awarded with the IDIQ contract. A second order of nominal value ($3,000.00) will also post with the solicitation, and it will be awarded with the contract to satisfy a minimum guarantee. Please note, the Government reserves the right to award no contract at all, depending on the availability of funds. �Additionally, for IDIQ contract vehicles the Government reserves the right to award only the Minimum Guarantee. Lastly, in the event of any conflict between the responses to questions/comments and the solicitation, the solicitation (including any amendments) shall take precedence. Description (Posted 7 March 2022): On behalf of the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) and the U.S. Army Contracting Command- Orlando (ACC-ORL), this synopsis/pre-solicitation notice is issued in accordance with the requirement at FAR Subpart 5.2 Synopses of Proposed Contract Actions. The Government intends to award a contract for the Computer Based Instructional Development III (CBID III) program. The Government intends to issue a Firm Fixed Price (FFP) and Cost Reimbursable (CR) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contract award will be to a single Offeror using a Best Value Tradeoff process in accordance with Federal Acquisition Regulation (FAR) 15.101-1.� �The ordering period will be for 60 months (5 years). The U.S. Government's determination is the CBID III contract shall be competed under Full and Open Competition restricted to service-disabled veteran-owned small business (SDVOSB) concerns. If the�contracting officer�receives no acceptable offers from service-disabled veteran-owned small business concerns, the service-disabled veteran-owned set-aside�shall�be withdrawn and the requirement, if still valid, set aside for small business concerns, as appropriate. The North American Industry Classification System code is 541519, Other Computer Related Services.�� The solicitation for this procurement is W900KK-22-R-0005. ACC-ORL anticipates the solicitation being posted to the www.sam.gov website by the end of June 2022.� That is the end of the 3rd Quarter (Qtr), Fiscal Year (FY) 2022. �The closing response date will be 45 days after posting of the solicitation. Background: The Program Executive Office Simulation, Training and Instrumentation (PEO STRI), Project Manager Soldier Training (PM ST), Product Manager Virtual Training Systems (PdM VTS) has a mission to develop, deliver and sustain premier Virtual Training Systems to optimize Warfighter performance and readiness to dominate in multi-domain Operations. Program Requirement: The Computed Based Instructional Development III Indefinite Delivery Indefinite Delivery contract will be used to place orders to acquire training services using accepted Instructional Systems Design (ISD) standards, simulation products and services, and associated infrastructure. The agencies the CBID III contract will service range from U.S. Army, the Joint community, and other Government agencies.� The detailed requirements for training services and products will be outlined within the Performance Work Statement (PWS), as well as Performance Specification/Training System Requirements Document (TSRD) for each CBID III Delivery/Task Order issued against the IDIQ contract PWS. Product Service Code (PSC) is U099, Education/Training Other. A draft RFP for the CBID II effort is attached to this posting and available for Industry review. The Government requests your questions, comments, and/or suggestions as a result, no later than 24 December 2021. �Responses received as a result of this posting will be reviewed and used for informational purposes only to further refine the CBID III final RFP. �For planning purposes, a final solicitation is anticipated to be released in the 2nd Quarter of Fiscal Year (2QTRFY22). Award is anticipated 2QTRFY23.
