- 6/13/2022 -�The purpose of this notice is to provide an updated�DRAFT solicitation with attachments.� The attachments starting with numbers are the Factory Acceptance Test (FAT) Plans and Procedures as referenced in Attachment J.2.� Please follow instructions from the 4/4/2022 post in order to receive the TDP.� This is not a Request for Proposal.� Industry questions are welcome and must be submitted on the excel Question and Answer Matrix. 4/19/2022 - The purpose of this notice is to inform industry, who has previously received the TDP, that additional drawings are available.� If your company has previously received the TDP from when the RFI was posted and wish to receive the additional drawings, please send an email to the Contract Specialist, Brittani Peyton,�brittani.a.peyton.civ@us.navy.mil, with a copy to the Contracting Officer, Kevin Deal,�kevin.l.deal3.civ@us.navy.mil.� If your company has not received the TDP but wish to receive it, please follow the instructions from 4/4/2022. 4/4/2022 - The purpose of this notice is to provide industry instructions on how to request the Technical Data Package (TDP).� To obtain the TDP documentation and drawings, interested companies shall submit an intent to bid, provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information.� In addition, interested companies must complete the Unclassified Terms of Use Agreement.� The DD Form 2345 and completed Terms of Use Agreement shall be submitted via email to the Contract Specialist, Brittani Peyton,�brittani.a.peyton.civ@us.navy.mil, with a copy to the Contracting Officer, Kevin Deal,�kevin.l.deal3.civ@us.navy.mil. 3/11/2022 -�The purpose of this notice is to provide answers to questions asked about�the DRAFT Solicitation.� This is not a Request for Proposal. 3/4/2022 - The purpose of this notice is to provide answers to questions asked about�the DRAFT Solicitation.� This is not a Request for Proposal. 2/10/2022 - The purpose of this notice is to provide a DRAFT solicitation.� This is not a Request for Proposal.� Industry questions are welcome and must be submitted on the excel Question and Answer Matrix. Summary of Requirement The Government is issuing this Pre-Solicitation Synopsis for products and services to include production of hardware in support of the AN/SPQ-15(V) MK 6 MOD 1 Data Distribution System (DDS) programs. This hardware procurement will provide standard data and distribution systems from radar sensors to navigational and tactical displays, as well as durable and reliable state-of the-art switchboards, decoders, converters, switches, and upgrades for existing AN/SPQ-14(V) Advanced Sensor Distribution System (ASDS) and DDS installations. Contract Type and NAICS/PSC: The Government plans to award one C-Type contract. The Government contemplates Firm-Fixed-Price (FFP) Contract Line Item Numbers (CLINs) for DDS Hardware production Cost-Plus-Fixed-Fee (CPFF) Level of Effort (LOE) CLINs for Software Life-Cycle Support; CPFF LOE CLINs for Software Engineering/Development; and Not Separately Priced (NSP) CLINs for deliverables. The Government also contemplates that this contract will contain placeholder CLINs for completion of Software/Engineering/Development efforts. The NAICS code for this requirement is 334118 � Computer Terminal and Other Computer Peripheral Equipment Manufacturing. The PSC Code is K012 � Modification of Fire Control Equipment for the CPFF CLINs and 1285 � Fire Control Radar Equipment, except Airborne, for the FFP CLINs. An Organizational Conflict of Interest (OCI) clause as defined by FAR 9.505 will be included in the resultant solicitation and contract. Period of Performance: The resultant contract award will have a five-year Period of Performance. Competition Approach: This requirement is currently designed as a Small Business set-aside in accordance with FAR Subpart 6.2, Full and Open Competition after Exclusion of Sources. Source Selection Procedures: Best-value continuum source selection procedures will utilized. Proposals will be evaluated in accordance with the Solicitation. Milestones: The Solicitation will be number N0017822R2501 and is estimated to be available on the SAM.gov website on or around 03/07/2022 and will be open until 04/05/2022 or for 30 calendar days after the solicitation is posted. Award is planned for November 2022 with an estimated PoP start date of November 2022.
