- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NB687080-22-01902 is a Request for Quotation (RFQ) conducted under the authority of FAR 13, Simplified Acquisition Procedures.�This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06.� The associated NAICS code 334516, Analytical Laboratory Instrument Manufacturing, has a small business size standard of 1,000 employees. This acquisition is being procured as a Total Small Business Set-Aside. Brand Name Only Requirement IAW FAR 13.106-1(b)(1)(i): The Physical Measurement's Division of the National Institute of Standards and Technology (NIST) requires Gifford-McMahon Cryocooler cold heads (model# RDK-415D2) and associated components per the attached requirements document (Attachment A). NIST's Quantum Sensors Group (QSG) fabricates superconducting multiplexers for a variety of high-performance instruments in a number of different fields of fundamental science. These multiplexer chips need to be screened in a custom probe station at temperatures near four Kelvin. NIST has two existing probe stations for screening these chips. The throughput needed to test the chips will be increasing and NIST requires a new custom cryogenic probe station. Spare parts from the existing probe stations will be used to build most of the new probe station. In order to complete the new probe station, NIST requires a Gifford McMahon cryocooler and a corresponding compressor that are drop in compatible and interchangeable with the existing parts and design of the existing probe stations. The Government will award a firm fixed price purchase order resulting from the responsible offeror whose quotation conforming to the requirements of the solicitation represents the BEST VALUE to the Government considering the Government�s evaluation factors provided in the attached Addenda. See attached Instructions and Evaluation Criteria, and Basis for Award. Vendors must submit all questions concerning this solicitation in writing utilizing Attachment B - Question Submittal Form to the Contract Specialist, Aaron Ritter, at aaron.ritter@nist.gov no later than July 8, 2022. All quotations must be submitted via email to the Contract Specialist, Aaron Ritter, at aaron.ritter@nist.gov no later than July 18, 2022.
