- PRELIMINARY ASSESSMENT/SITE INSPECTIONS, ENGINEERING EVALUATION/COST ANALYSES, AND REMEDY/RESTORATION IMPLEMENTATION AT ABANDONED MINE LANDS LOCATED ON NATIONAL WILDLIFE REFUGES This is a Sources Sought Notice for the purposes of conducting market research and obtaining industry information ONLY. This is NOT a request for proposal, quotation, or bid, nor a synopsis of a proposed action under FAR Subpart 5.2. No reimbursement will be made for any costs associated for providing information in response to this synopsis or on any follow up information. No solicitation is currently available. The U.S. Fish & Wildlife Service (USFWS) will use information obtained through this synopsis as well as other market research to develop an acquisition strategy. Summary: The USFWS is anticipating the solicitation and award of one firm fixed price services contract to have a contractor perform preliminary assessments/site inspections at 7 (possibly up to 10) abandoned mine lands located on various National Wildlife Refuges in Alaska, Arizona and New Mexico. The preliminary assessments/site inspections shall be performed in a manner consistent with the requirements of the National Oil and Hazardous Substances Pollution Contingency Plan, 40 CFR Part 300, and specifically section 300.410 of the NCP and applicable EPA guidance. If the preliminary assessments/site inspections confirms a release or threat of release of hazardous substances to the environment and that further response action is warranted to address potential risks to human health or the environment, the preliminary assessments/site inspections will recommend that an Engineering Evaluation/Cost Analysis should be conducted to evaluate removal action alternatives and their associated cost, implementability, and effectiveness. The work is expected to include, but is not limited to the following: 1. Perform desktop background research on up to 10 sites consistent with guidance listed in ASTM E1527 or E2247. 2. Generate a summary report of the background research. 3. Site inspections. 4. Engineering Evaluation / Cost Analysis (each site). 5. Response Action. The primary NAICS code for this acquisition will be 562910 �Environmental Remediation Services and the size standard is 750. The secondary NAICS code for this acquisition will be 541330 �Engineering Services and the size standard is $22.5 Million. Response Requirements: All business categories are invited to respond. Responses must include the following: � UEI number and business type (i.e. Large Business, Small Business, (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone), 8(a) Program or other). � Document capability by providing a narrative response detailing a minimum of two (2) and a maximum of (5) projects similar to those detailed above. Project information shall include final price, location, date, and a narrative description. � Include a statement detailing capacity to accomplish work required by the Service.
