THIS REQUEST FOR INFORMATION (RFI) 36C2666Q1175 -IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a source sought/RFI for market research only. The purpose of this source sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 511130 (size standard is 1,000 employees). Responses to this source sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought, a solicitation announcement may be published. Responses to this source sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide Therapeutic Research (TRC) Online Subscriptions that at a minimum meets the following salient characteristics in the Statement of Work/ Minimum Technical Requirements for the Department of Veterans Affairs Long Beach Veterans Health Care System. Vendor Requirements: Period of Performance is 30 days after award. Vendor shall quote all items under this requirement. Vendor shall meet the Salient Characteristics in the Statement of Work (SOW). Vendor shall respond questions 1 through 8 of the Request of Information (RFI), see below. STATEMENT OF WORK (SOW) FOR THERAPEUTIC RESEARCHCENTER ONLINE SUBSCRIPTIONS 1. Background. VA Long Beach Healthcare System (VALBHCS) shall receive access to the drug information databases and online periodicals that provide pharmacological information to support clinical decision making and continuing professional development and learning. This robust resource of medication therapy tools and resources helps guide consistent evidence-based clinical decisions across the care continuum to improve the quality of care. Platform provides up to date, practice-changing, evidence-based information in an easy to read and understand format along with specific recommendations on what to do with the information. Access to this information results in improved clinician efficiency, reduced potential for medication errors, and improved quality of care for patients. 2. Scope. The scope of the contract is to obtain a Commercial Off the Shelf (COTS) Therapeutic Research Center platform with a site access for users, specializing in pharmacological content, new and current drug therapy developments, discussion forums, patient education handouts, and access to live Continuing Education/Continuing Medical Education (CE/CME) webinars. The intent of the VA Long Beach Healthcare System is to purchase online subscription that provides VA Long Beach staff with access to medication advisory services, medication learning and clinical education resources. The objective for this acquisition is to acquire a unified evidence-based platform focused on and specialized in pharmacological content for use by Pharmacists, Pharmacy Technicians, and other clinical staff within the medical center. 3.5. Specific Tasks/Salient Characteristics for Therapeutic Research Center Online Subscriptions The vendor shall provide user s access to search online site to access Prescriber s Letter. The vendor shall provide user s access to search online site to access Pharmacist s Letter. The vendor shall provide user s access to search online site to access Pharmacy Technician s Letter. The vendor shall provide user s access to search online site to access Pharmacist s Lett The vendor shall provide user s access to search online site to access Hospital Pharmacist s letter. The vendor shall provide users with access to online continuing education (CE) credit and training webinars. The vendor shall provide user s access to online Drug Class and dosage comparison charts. Vendor shall provide user s access to online patient education handouts. Vendor shall provide user s access to online disease and condition-related charts and guidelines. The Therapeutic Research Center Delivery Platform shall include the following: Delivery platform focused and specialized in pharmacological and drug information related to Hospital Pharmacists, Pharmacists, Pharmacy Technicians and Prescribers. A central homepage that consolidates resources and services into one place for each of the separate focuses. Precise pharmacological resources searching functionality. Provide access to live CE webinars for Pharmacists, Prescribers and Pharmacy Technicians. Up to date drug therapy, dosage, and practice information. Mobile access for end users. Vendor shall provide the Medical Center Librarian and designated staff members 24/7 access to the evidence-based resources. The Vendor must provide a user-friendly website, making the database of participants easy to manage. User subscriptions must be able to be reassigned to new users, replacing former users who no longer require ongoing service. The Vendor shall provide telephone and online standard support to Users, at no additional charge. The Vendor shall use commercially reasonable efforts to make the service available 24/7, expect for: planned downtime; or (2) any unavailability caused by circumstances beyond Vendor s reasonable control. The Vendor must provide mobile access that is compatible with Windows 7 or later version for Therapeutic Research Center and associated sources and available in app store and google play. The system shall be a Section 508, adhering to the Public Law 106-246, Rehabilitation Act Amendments of 1998 (29 U.S.C. 794(d)), and the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology (EIT) Accessibility Standards (36 CFR Part 1194). 4. Government Responsibilities. VALBHCS Medical Librarian shall be responsible for ensuring users have access and users are able to obtain data, resources, and documents via central portal homepage. 5. EVALUATION CRITERIA/ REQUIRED DOCUMENTATION Delivery order will also be evaluated on: VALBHCS requires disclosure of vendor website Reliability and Security. VALBHCS requires disclosure of Vendor Network Security. VALBCHS requires disclosure of Vendor Disaster Recover. VALBCHS requires disclosure of Server Security and Recovery Backup. 6. Place of Performance. On-site accessing via Medical Library-granted access to end-users satisfying data retrieval and research requirements for VA Long Beach Healthcare System (Online Access). 7. Period of Performance. Before 30 days after receipt of order. The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications.
