Description: NOTICE OF INTENT TO AWARD SOLE SOURCE FOR National Elk Refuge and Malheur NWR Continuous Cover mapping TO OPEN RANGE CONSULTING, INC. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations intends to award a firm fixed price sole source contract under the authority of: 6.302-2 Unusual and compelling urgency. To OPEN RANGE CONSULTING, INC. 6315 N Snowview DR Park City, Utah 84098-6120 The North American Industry Classification System (NAICS) code for this requirement is 541360 - Geophysical Surveying and Mapping Services, $16.5 million. The object of this sole source award to Open Range Consulting, INC. for creating an upland cover map which is a continuous map that will denote the percentage of sagebrush, herbaceous perennial vegetation, invasive annual grass, bare ground and litter conditions throughout the entire project area at ~1 meter resolution. This continuous cover map can be correlated to wildlife populations and habitats across the sagebrush biome. The map will also delineate rangeland conditions, which allows managers to make landscape-scale decisions, and quickly detect effects of changes in management. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
