- The Government hereby submits a notice of intent to solicit, negotiate, and award a sole source Firm-Fixed-Price IDIQ contract for ongoing training services for the ""Learning from Our Legacy"" and �Delivery Methods� seminars to Pollalis, S.N., Prof. Dr., Inc. at 115 Juniper Rd, Belmont, MA 02478-2039. The General Services Administration (GSA), Public Building Services (PBS), Office of Design and Construction (ODC), Office of Project Delivery, and Center for Professional Excellence intends to make a sole-source award to Pollalis, S.N., Prof. Dr., Inc. under the authority of 41 U.S.C. 3304(a)(1) and Federal Acquisition Regulation (FAR) 6.302-1 entitled Only One Responsible Sources and No Other Supplies or Service Will Satisfy Agency Requirements. � GSA requires ongoing development and continued implementation of the PBS ""National Learning from Our Legacy'' training program. The necessary services include case study development, virtual tours, case updates, telepresence, in-person classroom seminars/training, introductory sessions, e-seminars, and virtual facilitated panel discussions focused on recent complex projects accomplished by PBS. Also, the contractor is expected to develop and provide project delivery methods training cases for Design-Bid-Build, Construction Manager as Constructor, Design-Build, and Design Build-Bridging. This contract action is for commercial services under NAICS code 611430, Professional and Management Development Training. This notice is not a Request for Quote (RFQ) or Request for Proposal (RFP), however, if any interested party believes they can meet the requirement, they may submit a capability statement, which must demonstrate clear and convincing evidence that competition of this requirement will be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data and any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. All responses must be submitted to the Government point of contact, Contract Specialist, Tyrone Dallas at the following email address: tyrone.dallas@gsa.gov. The Government will consider all responses received by 10:00am Eastern Time, Monday, July 11, 2022. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
