Description
INTENT TO SOLE SOURCE: This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL) to award a firm-fixed priced, sole source, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to APDM Wearable Technologies, under the authority of 41 USC 1901, as implemented in FAR 13.501(a)(1)(ii), sole source (including brand name) under the authority of simplified procedures for certain commercial items. This requirement is for the delivery of Opal Sensors, Inertial Measurement Units (IMU), and Motion Capture Systems in support of USAARL. The Government intends to issue delivery orders for material supplies against a firm-fixed price contract vehicle with a 5 year ordering period. APDM Wearable Technologies is the sole manufacturer as well as the sole distributor of APDM Opal Sensors, Inertial Measurement Units (IMU), and Motion Capture Systems. There are no authorized licensed resellers for APDM Wearable Technologies equipment and supplies. Essential requirements are: 1. Sensors � all sensors shall have the following capabilities. Body-mounted using straps Shall have the capability to be located on multiple body regions using available straps; including, head, upper torso, lower torso, upper arm, lower arm. Device synchronization Up to 24 sensors shall be able to synchronize using an internal network system to enable time synchronization across all devices in use. Multiple internal network channels shall be available in order to use multiple systems of sensors recording on different channels at one time. Sensors shall be compatible with a wireless base-station to provide live streaming of data when connected.� Shall have a range of at least 30m line of site, or 10m indoor. Sensors shall be able to wirelessly synchronize with no access to a common base station. Device Sampling Rate Shall be capable of sampling up to 800Hz Shall be adjustable Device Instrumentation Devices shall include a minimum of 10 degrees of freedom of measurement, including 3 axes of acceleration, 3 axes of angular rate, 3 axes of heading (magnetometer/compass/etc.), and a minimum of 1 barometer measurement. Accelerometer Specifications: At least +/- 200g per axis 3-axis At least 16 bit resolution Gyroscope Specifications: At least +/- 2000 DPS 3-Axis At least 16 bit resolution Magnetometer Specifications: At least +/- 8 Gauss 3-Axis At least 12 bit resolution Barometer Specifications: Shall be able to measure pressure changes resulting in changes in altitude as a function of time. Device Data Availability Raw kinematic data provided Processed data (e.g., sensor orientation) via sensor fusion shall be provided in both Quaternions and Euler Angles Battery At least 8 hours wireless streaming At least 12 hours synchronous logging At least 16 hours asynchronous logging Storage At least 8 Gb internal storage (~450 hours of logged data) Device Weight and Dimensions Shall be small and secured as to not interfere with military operations and worn under PPE Shall be less than 30 grams including battery Shall be less than 44 x 40 x 14 mm (LxWxH) 2. Accessories Docking stations Shall hold a minimum of 6 sensors in docked position with ability to add additional sensors through cable output. Shall be compatible with sensors described in item #1 Shall plug into a computer and download data from all sensors plugged into the station Wireless Access Point Shall be able to connect to up to 24 sensors at one time. Shall be compatible with sensors described in item #1 Shall connect to the computer and enable wireless streaming and logging of data from connected sensors Straps Shall have multiple straps available depending on desired mounting location.� Locations include: head, upper arm, lower arm, hand, upper torso (i.e., sternum), lower torso (i.e., belly), upper leg, lower leg, and foot. Shall be compatible with sensors described in item #1. Shall be elastic and able to accommodate multiple adult sizes through elasticity as well as adjustability with Velcro (or other) attachments.� Carry Case Shall be capable of containing at least 5 sensors, associated straps, charging docking station, and wireless access point. Associated cables: all power and data transfer cables to charge and operate the system and sensors 3. Software Post-processing software: Shall automatically produce joint angle estimates and spatiotemporal gait and balance outcomes for several built in functional tests. Shall provide instructions for precise body placement of the sensor, sensor alignment pose, and calibration pose necessary to be able to produce joint angles over time during any activity. Pre-processing and sensor setup software: Shall provide access to raw and processed IMU data Shall provide processed IMU data include sensor orientations, synchronized time among all sensors, scaled, and calibrated accelerometer, angular rate, magnetometer, and barometer data. 4. Packages 5-Sensor plus Post-processing Software Package which includes: 7 Opal sensors (as described above), 2 small straps, 2 medium straps, a sternum strap, a lumbar strap, carry case, access point, docking station, controller, and Post-processing software. 5-Sensor plus Pre-processing and sensor setup Software Package which includes: 7 Opal sensors (as described above), 2 small straps, 2 medium straps, a sternum strap, a lumbar strap, carry case, access point, docking station, controller, and Pre-processing and sensor setup software. The North American Industry Classification System (NAICS) for this requirement is 334510 � Electromedical and Electrotherapeutic Apparatus Manufacturing and PSC 5963 - Electronic Modules. This announcement fulfills the synopsis requirements under FAR 5.203(a). This Special Notice of Intent is not a request for competitive quotes and no solicitation document exists for this requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the above mentioned equipment. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
