Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award on a sole source basis in accordance with FAR 13.501(a) � Sole Source (Including Brand Name) Acquisitions, a firm-fixed price contract to Gen-Probe, Inc. for the purchase of assays, kits, reagents and other supplies specific to the Original Equipment Manufacturer (OEM) Hologic, Inc. on behalf of the U.S. Army Public Health Command (APHC). The APHC Army Public Health Laboratory Enterprise (APHLE) laboratories currently use Hologic Panther and Panther Fusion Laboratory Instruments and Equipment to support pooled COVID-19 testing. Hologic is the sole manufacturer of the instruments and equipment currently in use. This instrumentation utilizes kits, reagents and other supplies of which Hologic is the sole source. The required assays, reagents, kits, and other supplies must be compatible with the existing equipment. Due to the proprietary nature of the instrumentation, Hologic is the sole source of assay kits, and other associated kits and reagents. Without the Hologic test kits, reagents and consumables for the government owned Hologic laboratory equipment, the APHLE will not be able to perform required testings. This would also hamper the organization�s ability to provide laboratory surveillance analysis to support training missions. The Government intends to procure the required supplies through Gen-Probe, Inc, a subsidiary of Hologic, Inc. as there are no authorized resellers or distributors of Hologic manufactured items. The North American Industry Classification System (NAICS) for this requirement is 325413 and PSC 6550. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS. This notice of intent is to give notice of the Government's intent to make a sole source award. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Contractors who can provide the USAMRAA with the required products are invited to respond to this notice of intent. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 7 days after publishing this synopsis. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received.
