- eDNA Samplers Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to Smith-Root for 2 Environmental DNA (eDNA) samplers. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Smith-Root is, to the USGS� knowledge, available on the market, and the functionality and reliability, coupled with our having integrated several of these units already into our laboratory workflow means that our research collaborators can confidently use these units in field samples with our technical assistance, support, and training. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.101(a)(2) and FAR 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 334516, Analytical Laboratory Instrument Manufacturing. Responses or inquiries shall only be accepted through electronic mail addressed to yangzhideng@usgs.gov and must be uploaded and received in their entirety no later than July 6, 2022 at 1700 ET. Responses submitted by hardcopy or any web portal shall not be accepted or considered. Salient Characteristics: a) Environmental DNA pump systems with backpack frames (n = 2) b) Should include manual and automatic settings for flow rate (L/min), Maximum pressure settings (PIS), sample volume (L) and with an alarm to alert users of filter clogging. c) Units must include onboard GPS for global positioning with data recording during sample collection. d) Data should be retrievable by USB or Bluetooth. e) Pumps must connect to silicone tubing with an integrated sampling pole capable of collecting replicate samples, up to 3, simultaneously. Must have telescoping bipod or tripod stabilized sampling poles to facilitate mid-stream sample collection from small to mid-sized rivers. f) Units must include an integrated backpack frame to facilitate backcountry applications. g) Units must be powered by lightweight, lithium batteries. h) Units must include USB ports for data retrieval, software updates. i) Product provide must have all warrantees and technical services in USGS name.
