- Synopsis: Notice of Intent to Award a Sole-Source Contract Announcement Number: NRMAD000-22-01081 Equipment: CB-25 DATA BUOY, GNSS RECEIVER, WATER QUALITY SONDES, SONDES CABLING The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic Research (OAR) Atlantic Oceanographic Meteorological Laboratory (AOML) intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Fondriest Environmental, Inc., out of Fairborn, OH, to purchase a new CB-25 Data Buoy and accessories. This is a sophisticated data collection, broadcasting, management and visualization system for water quality properties gathered from Port Everglades navigation channel, Florida.� This instrument is in support of the Port Everglades Adaptive Management Moorings and Expert Information system coordinated by the Ecosystem Restoration Group at AOML. Includes: Annual Data Services: web datacenter service, cellular data service; CB-25 data buoy for use with X2-SDLMC data loggers, 25lb. buoyancy; X2-SDLMC submersible data logger with North American 4G LTE cellular telemetry; Solar marine light with flange mount & 1-3 nautical mile range, 15 flashes per minute, yellow; GNSS Receiver; Aqua TROLL 500 multi-parameter sonde and accessories; Mooring Hardware. The North American Industry Classification Code (NAICS) for this acquisition is 334511, Search, Detection, Navigation, Guidance, Aeronautical and Nautical system and Instrument Manufacturing with a business size standard of 1250 employees. Sole Source Justification The Sole Source Determination is based on this is the only company known to provide the specific brand instruments requested.� The manufacturing company, Nexsens, uses Fondriest Environmental, Inc. as their sole USA manufacturing company. The CB-25 Data Buoy is essential to this project as the project is already utilizing other Nexsens buoys and applications that are not compatible with other buoy systems. The interfaces for all the benthic instruments have already been written for the X2 solely manufactured by NexSens. To change to another brand would compromise the outcome of the data. Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities. However, if an interested party believes that it is capable of meeting the requirements and will be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to Elizabeth.Perez@noaa.gov. �Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EDT on July 6, 2021. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
