Amendment 0002-Preproposal Conference Sign-In Sheets and Preproposal Conference Presentations Dated: May 25, 2022 Amendment 0001- Updated PWS Dated: May 5, 2022 Defense Logistics Agency - Energy is issuing a Request for Proposal (RFP) for Alongside Aircraft Refueling Services to include managing, maintaining, and operating Government Owned Fuel Service Facilities and equipment at the Government Owned, Contractor-Operated (GOCO) facilities at Naval Air Station Souda Bay (NAS Souda Bay), Greece. �Services include providing all technical support, personnel, supervision, equipment, tools, materials, and other items as required by the Performance Work Statement (PWS) on behalf of DLA Energy, in support of the Department of Navy. The vendor will be responsible to furnish, manage, maintain, and operate mobile fuel servicing equipment required to support the facilities, equipment, vehicles, and aircraft assigned to and as may transit, deploy to, or exercise at this location. The vendor will also be responsible to provide, maintain, and operate Contractor-Furnished Vehicles in support of aircraft and vehicles assigned or transient to NAS Souda Bay, Greece. DLA Energy will follow source selection procedures utilizing the Lowest Price Technically Acceptable (LPTA) evaluation process in accordance with FAR 15.101-2 for this acquisition. The requirement is a four-year base performance period from Dec 1, 2023 - Nov 30, 2027; five-year option period from Dec 1, 2027 - Nov 30, 2032, and option to extend the contract for a total of no more than six months (anticipated Dec 1, 2032 - May 31, 2033). Solicitation number will be SPE603-22-R-0506. The pre-proposal conference will be held on Wednesday, May 18, 2022 commencing at 8:30 AM at: Naval Support Activity Souda Bay Greece Visitor Control Center (VCC) Mouzouras Rd., BLDG 85 American Base Chania, Crete, Greece 73100 All attendees must provide by email to the Contract Specialist, Wing Yi Wong, at wing.wong@dla.mil, on or before 3p.m. (US Eastern Time), April 28, 2022, the name(s) and company represented, of the individual(s) who plan to attend. In addition, foreign nationals must provide a copy of their passport ID (including the bio-data page) and a copy of company travel order. U.S. citizens must provide a copy of their U.S. passport (including the bio-data page) and a copy of company travel order. U.S. DOD Civilians and contractors must provide a copy of their DOD ID (front and back) and a copy of company travel order. *For Foreign Nationals, the processing time will take up to 3 weeks. This acquisition will be Full and Open Competition (unrestricted). DLA Energy will award one Firm-Fixed Price contract. Contract awarded will be subject to FAR 52.222-41, Service Contract Act of 1965.
