- USAID intends to issue a solicitation for a U.S. Personal Services Contract (USPSC) for four (4) Democratic Elections and Political Processes Technical Programs and Field Advisor(s), at the GS-14 equivalent level for USAID�s Bureau for Development, Democracy and Innovation (DDI), Center for Democracy, Human Rights, and Governance (DRG). The four advisors will serve in the Democratic Elections and Political Processes (DEPP) Division within the DRG Center. The DEPP Division provides technical leadership and support on elections and political processes and democratic political transitions to USAID field Missions and Washington bureaus, other USG entities, and the broader DRG community. The DEPP Advisors will provide support, both via temporary duty assignments (TDY) and Washington-based, to Missions, Embassies, and other USAID bureaus. They will help the DRG Center and the DEPP division respond to the needs of USAID missions for short to medium term support, including when rapid political changes create unexpected needs for technical expertise or other skills. The Advisor provides USAID, the DRG Center and USAID field missions with support and technical expertise where political transitions, democratic elections, political process reform efforts, and/or unexpected events created increased demand for DRG technical services. The duration of the contract period is anticipated to include a one (1) year base period with four (4) one-year option periods for a total maximum possible period of performance of five (5) years.� The solicitation will be published on the System for Award Management (SAM) website (www.sam.gov).� Interested parties are advised to periodically monitor this website for updates on this potential opportunity.� Except for the above information, no additional information regarding this planned solicitation is available at this time. All necessary information will be supplied at the time the solicitation is issued. USAID will not respond to any questions or requests for information until the solicitation is issued. USAID will not accept offers prior to issuance of the solicitation.� Issuance of the pre-solicitation notice and any subsequent RFP does not constitute an award commitment on the part of USAID, nor does it commit USAID to pay for any costs incurred in the preparation and submission of any offer.�
