Description

The Federal Railroad Administration (FRA) intends to award a sole source contract to Jack Faucette Associates for project entitled �FRA Disparity Study.� Jack Faucette Associates (JFA) completed the initial phase of the FRA Disparity Study (Study), conducting extensive research, including working in conjunction with another entity NORC, creating surveys, utilizing specific systems and methodologies, has sole access to the date the JFA team developed, has the historical knowledge, and can be responsive within a reasonable timeframe. Given the data isn�t accessible, and if it were, another contractor would not be able to familiarize itself with the project within the allotted time frame for completion. The Study is in the process of being vetting through multiple reviewers in various stages.� JFA must utilize previously data generated and completed research to respond to multiple review stages, to include major revisions and presentations. By building upon this prior work conducted by JFA, this will significantly expedite the completion of the project by alleviating the need for additional funding and time to re-develop the Study. The proposed contract action, for which the Government intends to solicit and negotiate with single source, is under the authority of FAR 13.106-1(b) and 41 U.S.C. 253(c)(1).� �The Government intends to award a single source, labor hour purchase order in accordance with FAR 13, Simplified Acquisition Procedures and FAR 12, Acquisition of Commercial Products and Commercial Services. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an email to the FRA point of contact, Koren Wheeler at koren.wheeler@dot.gov no later than 12:00 p.m. ET, Friday, July 8, 2022, expressing interest and outlining their capabilities and qualifications to perform the effort. �Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
