Description
Concession Business Opportunity to Provide Two Interpretive Boat Tours with Guided Snorkeling and Other Services at Buck Island Reef National Monument CC-BUIS001-22 & CC-BUIS015-22 The National Park Service (NPS) will issue a prospectus for the solicitation of offers for two 10-year concession contracts to provide interpretive boat tours with guided snorkeling and other services.�� All offers must be received by the NPS by the date listed on the inside front cover of the prospectus which is June 8, 2022 no later than 2:00 p.m. in order to be evaluated and considered for an award of a concession contract. The prospectus describes the business opportunity and includes the terms and conditions under which the NPS will award the concession contract. Questions and Notification of Intent to Propose must be received via email by the National Park Service no later than 2:00 P.M. ET on the due dates listed on the cover page which is April 27, 2022 to Cherrie Brice, Concessions Management Specialist, at cherrie_brice@nps.gov. Proposals to include the original signed transmittal letters must be received via the process explained in the Proposal Instructions no later than 2:00 pm ET on the due date which is�June 8, 2022 �to National Park Service, Concessions Office, 100 Alabama Street, N.W., Bldg 1924, 6th Floor, Mailroom, Atlanta, Georgia 30303. Please note that the original signed transmittal letters must be mailed. The remaining portion of the proposal will only be accepted electronically via the process explained in the Proposal Instructions. AMENDMENT #1 Notification of Intent to submit a Propose has been extended to June 8, 2022 Proposal Due Date has been extended to July 27, 2022. Exhibit A - Nondiscrimination has been updated. AMENDMENT # 2 Amendment #2 CC-BUIS001-22 and CC-BUIS015-22 Draft Contract Sec. 2. Services and Operations, (2) Authorized Visitor Service (p. 1) is amended as follows: �Food and Beverage Service� replaces �Limited Food and Beverage Service�. Business Opportunity Within the �Nature of Business and Services� (p. 3), the number and capacity of the tour boats for CC-BUIS015-22 is amended as follows: For CC-BUIS015-22, six powered tour boats must be used and have the following capacities: One tour boat must have a minimum capacity of 6 passengers and a boat captain. Three tour boats must have a minimum capacity of 12 passengers and a boat captain. Two tour boats must have a minimum capacity of 35 passengers and a boat captain. Within the �Required and Authorized Services�, Exhibit 1 (p. 3) is amended as follows: �Food and Beverage Service� replaces �Limited Food and Beverage Service� as an Authorized Service. Within the �Required and Authorized Services�, the description of Food and Beverage Service (p. 5) is amended as follows: The Concessioner may provide food and beverage service aboard the vessel. Food and beverage service includes prepackaged food and beverages and fruit, and may include hot meals. Before serving the menu items to the public, the Concessioner must receive the Superintendent�s written approval of the menu. Any changes to the menu must be approved in writing by the Superintendent. By October 1 of each year, the Concessioner must submit the menu for the upcoming year for Superintendent written approval. Menu items to include hot meals must be prepared and served in accordance with U.S. Public Health guidelines and the Concessioner is subject to U.S. Public Health inspections. Exhibit B: Operating Plan Section 5) Specific Operating Standards and Guidelines (p. B-12) is amended to add Subsection E) as follows: E) Food and Beverage Before serving the menu items to the public, the Concessioner must receive the Superintendent�s written approval of the menu. Any changes to the menu must be approved in writing by the Superintendent. By October 1 of each year, the Concessioner must submit the menu for the upcoming year for Superintendent written approval. Menu items to include hot meals must be prepared and served in accordance with U.S. Public Health guidelines and the Concessioner is subject to U.S. Public Health inspections. Proposal Package (p. 9) Principle Selection Factor 2, Subfactor 2(a) is amended as follows: Limit your response to no more than six (6) pages for Subfactor 2(a), not including graphics, schematics, and photos. Questions and Answers CC-BUIS001-22 and CC-BUIS015-22 Question 1. Will the Service consider changing the current authorized service of �Limited Food and Beverage Service� to �Food and Beverage�, and allow the concessioner to offer hot meals that are prepared in advance or re-heated? If not, why not? Answer: The Service has amended the Authorized Visitor Services within the Draft Contract to state �Food and Beverage Service� instead of �Limited Food and Beverage Service.� Before serving the menu items to the public, the Concessioner must receive the Superintendent�s written approval of the menu. Any changes to the menu must be approved in writing by the Superintendent. By October 1 of each year, the Concessioner must submit the menu for the upcoming year for Superintendent written approval. Menu items to include hot meals must be prepared and served in accordance with U.S. Public Health guidelines and the Concessioner is subject to U.S. Public Health inspections. Question 2. Regarding the vessel requirements�the current contract allows for six vessels, not five, with the following capacities: 42 max passengers 41 max passengers 31 max passengers 22 max passengers And two vessels with maximum 12 passengers Will the Service please update the prospectus and Draft Contract to reflect these current vessels and capacities? If not, why not? Answer: The Service has amended the Business Opportunity for CC-BUIS015-22 to require six powered tour boats with the following capacities: One tour boat must have a minimum capacity of 6 passengers and a boat captain. Three tour boats must have a minimum capacity of 12 passengers and a boat captain. Two tour boats must have a minimum capacity of 35 passengers and a boat captain. Question 3. For PSF2(a)�vessels: does the 3-page limit mean 3 pages for each of the five or six vessels Or three pages total? If the latter, will the Service please increase the page limit so that we can have at least one page per vessel, not including. Answer: The Service has amended the Proposal Package to increase the page limit for Principle Selection Factor 2, Subfactor 2(a) to six (6) pages not including graphics, schematics, and photos.
