- PLEASE SEE BELOW AND ATTACHED PDF RFI 36C24422Q0902 Department of Veterans Affairs | Wilmington VA Medical Center | Kent County CBOC | Electronic Health Record Management (EHRM) Security Upgrade | Sources Sought Notice Purpose and Objectives: The intent of this Sources Sought Notice is to identify potential businesses capable of providing the Electronic Health Record Management (EHRM) Security Upgrade as listed in the below Statement of Work (SOW) for The Kent County Community Based Outpatient Clinic (CBOC) located in Kent County, Dover, Delaware. The request is in support of the Veterans Health Administration s (VHA) change to the new Electronic Health Record Management (EHRM) Vendors to this Sources Sought Notice shall demonstrate the firm's ability, capability, and responsibility to provide the request services as described below. Vendors shall include the following information: Business name, address, Point of Contact, Business size. Vendors shall indicate if they are the direct supplier of the items. All information is to be submitted via e-mail at Justin.Erdley@va.gov. Information provided will not be returned. All responses shall be in the English Language. Responses are due by 12:00pm (ET) on Monday, July 11, 2022. No submissions will be accepted after this date and time. Questions can be submitted electronically to Justin.Erdley@va.gov. This is a Sources Sought Notice and submissions will be used for informational and planning purposes only. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issue an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey either. SCOPE OF WORK EHRM INFRASTRUCTURE Security UPGRADES Kent County (Dover) PROJECT NO: 460-22-705GC PROJECT NAME: EHRM Infrastructure Security Upgrades Kent County (Dover) 1. GENERAL INTENT: The Vendor shall provide service work necessary at this CBOC site to support the Veterans Health Administration s (VHA) change to the new Electronic Health Record Management (EHRM). VHA requests the Vendor to include all labor, materials, tools, equipment, transportation, supervision, and other services necessary to upgrade the leased property in accordance with this scope of work. 1.1 General Requirements 1.1.1 Physical security upgrades including (1) telecommunication room camera, (1) Keypad PIV Card Reader, and necessary interfaces to existing security system. 1.2 Clinic Operations 1.2.1 Execute work to interfere as minimally as possible with normal functioning of the Community Based Outpatient Clinic, including operations of utility services, fire protection systems and any existing equipment, and work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied by Veterans or VHA staff, except as approved by COR. 1.2.2 Do not store materials and equipment in other than assigned areas. 1.2.3 The Vendor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of services against dust and debris, so that equipment and affected areas to be used in CBOC operations will not be hindered. 2. STATEMENT OF WORK: 2.1 The Vendor shall ensure all below requirements from the VA Office of Electronic Healthcare Modernization Site Infrastructure and End User Device Requirements are met. 2.1.1 Horizontal cabling shall be Category 6 (Cat6) or higher (American National Standards Institute (ANSI)/Technology Industries Association (TIA)-1179 Healthcare Facility Telecommunications Infrastructure). If existing horizontal cabling is not minimally Cat6, Vendor shall upgrade to Category 6A (Cat 6A). 2.1.2 Installation shall be compliant with the BICSI standards (ANSI/NECA/BICSI 568, Standard for Installing Commercial Building Telecommunications Cabling and ANSI/TIA-1179-A Healthcare Facility Telecommunications Infrastructure for new installations). 2.1.2.1 New cable installations additionally shall be compliant with TIA 568.2-D, TIA TSB-184-A, and NFPA-70 Section 725.144 to prevent PoE heat accumulation. Provide certification reports to the COR. 2.1.2.2 Alternatively, new UTP cabling shall carry a UL listed ""LP"" (Limited Power) rating. 2.2 Physical Security Requirements 2.2.1 Doors shall include a mechanical spring loaded deadlocking feature (not separate deadbolt lock), PACS associate electronic Personal Identity Verification (PIV) card access device with keypad, electric strike and digital Closed Caption Television (CCTV) color camera routed to and directly controlled by the facility SMS. 2.2.2 The PACS and SMS shall be fully compliant with VA s PII, PIV ""Smart"" ID Card and at a minimum, FIPS 201-1 and NRTL (i.e. UL) listed and labeled. Responses to this RFI should include company name, address, point of contact, phone number, and point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS) 561621. Please answer the following questions: Please indicate the size status and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)? Is your company considered small under the NAICS code identified under this RFI? Are you the manufacturer, distributor to the items being referenced above? (4) If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, point of Contact and size status (if available). (5) If you re a small business and you are an authorized distributor/reseller for the items identified above, do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (6) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with any other federal contract? If so, please provide the contract number. If you are an FSS GSA/NAC contract holder or other federal contract holder, are the items/solution you are providing information for available on your schedule/contract? (7) General pricing of your products/solution is encouraged. Pricing will be used for the purpose of market research only. It will not be used to evaluate for any type of award.
