- This is a sources sought notice only for market research purposes. The Government VA Human Resource departments for the Central VISN 23 region VA Hospitals are looking for businesses that can provide the requirements as outlined in the attached statement of work. Principle NAICS code 519130 Internet publishing and broadcasting and Web Search Portals. No offers or awards will be made as a result of this notice. STATEMENT OF WORK VISN 23 VA Medical Centers are seeking a subscription service solution to provide broad scope access to Physicians and Nurses indicating a potential availability for a career at VISN 23 Veterans Affairs Medical Centers. The VA Medical Centers involved in this are: VA Fargo, St. Cloud, Minneapolis, Sioux Falls, Iowa City, Des Moines, Omaha, and Black Hills Health Care System. The service will provide VISN 23 sites access to a Web Based, vendor managed database of candidates that share their resume and profile information in limited access forum in order to secure quality talent for hard to fill VISN 23 sites Physician and Nurse positions. Objectives Subscription based access to an On-Line Web Based Physician and Nurse Talent Research and Recruiting service. Provide VISN 23 Physician Recruiters, Nurse Recruiters and/or other Designee secure access to Physician and Nurse profiles to include resumes and other data outlined in the Salient Characteristics. Conform to requirements as outlined by statute, VHA regulations and directives and local policies. Scope Access to a global and functional web-based recruiting tool, is necessary to effectively research potential staffing availability. Salient Characteristics: Line Item 1 Product exists as a software services subscription not requiring purchase of actual software or software licenses. Offers annual subscription pricing. Allows VA User to research the following information categories: Basic Information: Candidate Name, Specialization & Status, Contact Information, Physical Address, Email Address, Contact Numbers, Verification of Career Intent. Professional Information: Education, Schools, Academic Honors, and CECs I CMEs. Experience: Supervised Practice, Practice Experience, Professional Activities, Clinical Research, Publications, Presentations, Societies, and Interests. Licenses & Certifications: Licenses, Certifications, Honors, and Board Status. Personal Information: Geographic Preference, Citizenship, Availability, Personal Details, and Personal Interests. Curriculum Vitae builder tool for candidates. E-mail notifications sent to each user on every new candidate who registers within the database. Proposed search engine must provide a MINIMUM of the following providers seeking a new opportunity: Physician 26,000 Physician Academics 600 Physician Administration 100 Physician Clinical Research - 50 CRNA 130 Dentist 225 Nurse Practitioner 10,500 Registered Nurse 800 Physician Assistant 5,000 Optometrist 35 Chiropractic Medicine 10 Upload capabilities for candidates to upload their curriculum vitae and other documents pertinent to their qualifications. Savable advanced candidate search capabilities in each of the fore mentioned data categories. Candidate tracking and reporting capabilities to manage candidates. High quality job ad placement for a minimum of six job ads per recruiter. Currently we re looking at 12 total recruiters using the database and this number could change and would be negotiated during the option year renewal. Includes basic facility and locale information, images, and other position specific information. Must allow ad archiving for historical purposes. Must also allow job highlighting for high priority ads. Professional email blast capabilities for groups, select physicians, and any range of sortable groups. Must, at a minimum, offer results monitoring to include: Number of Recipients, Number of Responses, Date Sent, Number of Views, and the Open Rate Percentage. One-stop ""live"" dashboard to monitor all activities for a minimum of twelve account holders. Includes: Candidate Tracking, Recently Viewed Candidates, Searches, Responses, and Recruiter Statistics. Database and email blast download features to MS Excel, MS Word, and MS Outlook. Dialog capabilities between the recruiter and candidates. Superior web presence and easy user functionality. High speed accessibility via traditional personal computers, hand-held devices, and smart phones. The email blast capability must be UNLIMITED on the number of providers that a recruiter can reach out to on any given day. Period of Performance: Twelve months with four (4) twelve months options.
