Description
In accordance with Federal Acquisition Regulation (FAR) 52.215-3, �Request for Information or Solicitation for Planning Purposes� This Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or an obligation on the U.S. Army Corps of Engineers, Vicksburg District (MVK). PROJECT DESCRIPTION: The contractor shall provide for the removal of existing dam steel Tainter gates and fabricating and installing new steel Tainter gates. The work also includes dewatering of the Tainter gate bays; removal and disposal of the existing gates; demolition of existing concrete on the trunnion girder; fabricating, painting, delivering, and installing the new gates including seals, wire rope, and accessories as described in the specifications and drawings; and trial operation and skin-plate watertightness testing. Existing dimensions, elevations, and site conditions must be verified prior to starting the work., and the Contracting Officer must be notified of any discrepancies between the site conditions and the drawings. The Contractor has the sole responsibility for means, methods, safety, techniques, sequences, and procedures of construction. This work will involve working from marine based plant in a marine environment.� The fabricating plant and fabricator must be certified under the AISC (American Institute of Steel Construction) Quality Certification Program, and must be designated an AISC Certified Plant, Category CBR: Major Bridge Fabrication, IBR: Certified Bridge Fabricator - Intermediate, ABR: Certified Bridge Fabricator - Advanced, or HYD: Certified Hydraulic Fabricator, as well as being designated as an AISC FCE (Fracture Critical Endorsement or Fracture Control Endorsement) at time of bid. The fabricator or fabrication plant must possess five 5 years documented experience on projects of similar scope. Similar scope means projects of similar size and similar amounts of welding and detail types. Submit copies of the AISC certificate indicating that the fabrication plant meets the specified structural steelwork category and documented experience. The rubber seals and seal clamps are excluded from the AISC fabricator certification requirements. This requirement will be a Firm Fixed-Price construction contract to replace multiple Tainter Gates at Lock and Dam No. 1 (Boggs), Louisiana.� The work to be performed under this requirement will be within the North American Industry Classification System (NAICS) code 237990 with a size standard of $39.5 million. The construction magnitude for this project will be more than $10,000,000.00. CAPABILITY STATEMENT: To adequately plan for the procurement of this project, interested PRIME CONTRACTORS ONLY shall submit the following: Company name, address, phone number, email, DUNS number, CAGE Code, point of contact (POC) name, as well as business category (large or small businesses to include subsets. Provide company business size based on NAICS code 237990. Also, provide business type (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, HUBZone, etc.) Provide a statement of interest in the project. Provide information on your bonding capability � both single and aggregate as well as small business categories. A narrative statement demonstrating your firm�s capability and experience in managing or self-performing work in the areas listed below, valued at more than $10,000,000.00. Your response should include the following information: details of similar contracts/projects (within the past 5 years, not more than 3 projects) to include contract number, dates of construction, project references (including owner with phone number and email address), size and scope of the project, and what work was self-performed and what percentage of work was subcontracted. Areas of work involving characteristics that are similar to the types of work described herein: Heavy Marine Based Lock and Dam repair, particularly work involving the removal of, fabrication of, and installation of new Tainter (or similar) gates Concrete demolition and reconstruction on Lock and Dam structures Skinplate watertightness testing and trial operation of replacement gates It is requested that interested contractors submit a response (electronic submission) of no more than 5 single sided 8 � x 11� pages that addresses the above information. The response must be submitted as a single application-generated (not scanned) PDF document that is less than or equal to 4MB in size. Please note that hard copies will not be accepted. Responses to this notice are due NO LATER THAN 12:00 PM CDT, 15 JULY 2022, via email to the primary point of contact, Andrew.McCaskill@usace.army.mil. No phone calls will be accepted. This is a Sources Sought Notice for the for the purpose of conducting market research to determine capability of POTENTIAL PRIME CONSTRUCTION CONTRACTORS, large or small businesses (including the following subsets: Small Disadvantaged Businesses, HUBZone Firms, Certified 8(a), Service-Disabled Veteran Owned Small Businesses and Women-Owned Small Businesses) WITH A MINIMUM SINGLE BONDING CAPACITY of $25,000,000.00 to provide the type of work described herein. After completing its analyses, the government will determine whether to limit competition among the small business categories listed above or proceed as unrestricted with full and open competition. The U.S. Army Corps of Engineers will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation, including specifications and drawings, will be made available on the SAM website (https://sam.gov/). Interested parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package or any updates/amendments.
