- SYNOPSIS: This Sources Sought Announcement is to assist the Combat Capabilities Development Command Soldier Center (CCDC Soldier Center) to identify potential sources to provide�a tent fabric for use in extreme cold climates. The Government requests that responses be submitted electronically to jean.m.trumpis.civ@army.mil and karen.a.scagnelli.civ@army.mil by 30 June 2022 by 4:59pm EST. Background: The Government (CCDC Soldier Center) is in the need of tent fabrics that perform in extreme cold environments. Description: Many tent fabrics experience cracking, delamination and failure when used in extreme cold (-65F) conditions. CCDC Soldier Center is requesting information on fabrics which can meet the military performance specification MIL-PRF-44103D and can perform at temperatures down to minus sixty-five degrees Fahrenheit and high wind conditions. (Note:�� MIL-PRF-44103 has requirements to -20F.� This request is for all the capabilities specified in MIL-PRF-44103 as well as performance to -65F). Specific Specifications:� MIL-PRF-44103D with additional cold capabilities Deliverables: material data sheets, test reports and/or fabric swatches that meet the description above. Delivery Date: The Government anticipates 4 weeks lead time for this item. This Sources Sought Announcement is issued solely for information and planning purposes and to identify interested sources. THIS IS NOT A SOLICITATION. No contract will be awarded from this announcement. This Sources Sought does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Army has not made a commitment to procure any of the items/services discussed, and release of this Sources Sought Announcement should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Response to this Sources Sought Announcement is voluntary and no reimbursement will be made for any costs associated with providing information in response to this and any follow-on information requests. All submissions become Government property and will not be returned. Not responding to this Sources Sought Announcement does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the SAM.gov website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. RESPONSES: Interested parties may identify their interest and capability by sending responses regarding this requirement to CCDC Soldier Center via e-mail ONLY to jean.m.trumpis.civ@army.mil and karen.a.scagnelli.civ@army.mil no later than 30 June 2022 by 4:59 p.m. EST. The U.S. Government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party. A:�There is no solicitation at this time.� This is a Request for Information (RFI).� The fabric specification referenced MIL-PRF-44103D is available online. AMENDMENT 0002 Q:�Is CCDC Soldier Center seeking to procure quantities of roll fabric, or is there a different form of finished product such as tent panels that they ultimately seek? A:�No definitive� procurement plans have been established. We are interested in learning industry's capabilities to meet our requirements. Q:�Does this material need to be Berry Amendment or Buy American?� Or is TAA acceptable? A:�Fabrics will need to be Berry Amendment compliant. Q:�Is the requirement -65 degrees or -60 degrees? A:�The requirement is -65 F. Q:�Withing the MIL-PRF-44103 there are grade options.� Do you require Grade A or Grade B? A:�Grade A or B of MIL- PRF-44104 are acceptable. AMENDMENT 0003 Update made to the performance temperature (from -60F to -65F) in the description note.� The desired performance temperature is -65F but would also be interested in -60F.
