Description
The contract action is to procure specialized Testing and Engineering Technical Support Services for the Marine Corps and other DoD agencies for testing and research for Ground Vehicle Programs.� PEO LS and MCSC have a requirement to conduct ground vehicle testing over various representative terrains and under climatic conditions consistent with those encountered during Marine Corps operations throughout the world.� Additionally, there is a requirement to provide technical support, program management support for the specific task or effort, logistical support during testing of the systems, and systems engineering support to derive performance requirements and identify threshold performance values for legacy and developmental ground vehicle systems and sub systems utilizing alternative fuels, onboard power resources, fuel efficiency upgrades, advanced suspension components, and other emerging technologies.� Vehicle-related testing that utilizes vehicles as prime movers, such as trailer testing, may also be required.� Testing may include the following types of tests: Accelerated Life Testing Durability testing over natural terrain profiles representative of the Marine Corps Mission Profile Electromagnetic Interference testing Federal Motor Vehicle Safety Standards testing Ground Vehicle testing Vehicle Dynamics testing Terrain Profiling Tire testing Virtual Proving Ground testing Performance and Mobility testing to include: -Soft soil (course and fine grain) testing -Course grain sand slope testing over naturally occurring sand dunes up to 60% slopes with less than 1% moisture content -Tractive effort testing (Drawbar Pull) on mud, sand and pavement -Low coherence natural terrain profiles testing with Root Mean Square (RMS) values ranging from 1.0-5.0� -Vehicle Cone Index -Ascending and Descending Longitudinal Grades up to 60% -Traversing side slopes up to 40% in a sinusoidal maneuver on natural occurring terrain Reliability, Availability, and Maintainability testing over natural terrain profiles representative of the Marine Corps Mission Profile Acceleration and Braking testing to include Mountain Descent Braking down 6% - 9% grades Transportability testing Corrosion and Environmental testing Fording and Deep water swimming testing Rollover and other non-Federal Motor Vehicle Safety Standards tests Weapons and Lethality testing Characteristics testing (examples: center of gravity, vehicle weights) Survivability and under body blast and ballistic vulnerability testing Vehicle Occupancy Protection testing Amphibious vehicle swim testing Fuel Efficiency testing over natural terrain profiles representative of the Marine Corps Mission Profile Full Load and Road Load Cooling testing NATO Lane Change tests on pavement and gravel surfaces Support in the conduct of on-site Operational Testing Events The following engineering support for testing may be required by task orders placed under the BOA: Engineering and technical assessments of operational safety issues and test failures Review and recommendations related to prime contractor responses to test incident reports Engineering and technical recommendations for correction of test related issues Preparation of documentation of test results (test reports, test incident reports, etc.) Modeling & simulation, including mobility modeling and other computer based simulations of vehicle and test events Development and application of test-related instrumentation Other engineering support to include vehicle and subsystem prototype design, modeling, fabrication and testing
