Update 5 July 2022 - Q&A 1. Based upon the Navy�s homeport of Everett WA, would the AFDM-10 dry-dock be used to compete with other privately owned and operated dry-docks in the homeport of Everett WA? Government Response: Yes, the offeror�s shipyard operating AFDM-10 under lease (Option 1) would be eligible to compete for dry-docking availabilities with other qualified repair yards in the homeport, or coast-wide, depending on the solicitation. 2. Would the Government fund the Government Owned Contractor Operated (GOCO) (Option 2) AFDM-10 dry-dock operations and maintenance on an annual basis as necessary to maintain certifications, permits, as well as routine maintenance and operation? Government Response: No, maintenance (including overhaul) costs are contemplated to be �In-Kind Consideration� under the terms of the proposed lease arrangement. Under Option 2, the AFDM-10 GOCO Contractor would be expected to provide all production support for maintenance for Facility and Production Specific Support, including performance of any and all maintenance, preservation, and repair required to ensure that the AFDM-10 is safe Navy certified, and fully operational. 3. How would AFDM-10 non-routine maintenance and overhaul costs be funded? Government Response: Maintenance (including overhaul) costs are contemplated to be �In-Kind Consideration� under the terms of the proposed lease arrangement, applicable to Option 2.� The awarded Contractor would be required to obtain and maintain NAVSEA Dry-Dock Certification in accordance with MIL-STD-1625(D). 4. Will the previous solicitation/contract be provided as a part of this RFI? Government Response: The requirements are in development and not available for distribution at this time. Prior to issuance of a solicitation, the Navy will post a draft for review and feedback from industry. 5. Under either Options 1 or 2 of the RFI, how does the Government intend to compensate the Contractor when the dry-dock is either not utilized or not fully utilized with a Navy ship? Government Response: No consideration or compensation would be provided if the dry-dock is not fully utilized. ???????Update 8 June 2022 - Update to extend response due date to 17 June 2022. Notice Type: Special Notice - THIS REQUEST FOR INFORMATION (RFI) NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. IT IS SUBJECT TO MODIFICAITON AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO IMPLEMENT ANY IDEA RESULTING FROM RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY, AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION. Respondents are solely responsible for properly marking and clearly identifying any proprietary information (including trade secrets) contained within their response.� The Government will not be liable for, or suffer any consequential damages for any proprietary information that has not been both properly marked and clearly identified.� Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations.� To aid the Government in its review, please segregate proprietary information. REQUEST FOR INFORMATION: The objective of this RFI is to identify contractors located within 75 miles or 1.5 hours driving distance from the Naval Station Everett, located in Everett, Washington Naval Station interested in: Option 1 � Leasing the AFDM-10 from the Navy in order to competitively bid on the Naval Sea System Command�s (NAVSEA) separately solicited non-nuclear surface ship maintenance, modernization, and repair requirements. Or Option 2 � Enter into a contractual relationship to operate and maintain the AFDM-10 floating dry dock as a government owned, contractor operated facility to support competitive biding by third-party ship repair contractors on NAVSEA�s separately solicited non-nuclear surface ship maintenance, modernization, and repair requirements.� Date and Duration of Arrangements:� The commencement date of both options shall be assumed to be 01 OCT 2025. The exact duration of these arrangements has not been determined.� However, for planning purposes both the lease (Option 1) and Government Owned-Contractor Operated (GOCO) (Option 2) durations can be assumed to be a five (5) year base arrangement with an additional 5-year option. Respondents that seek to pursue either option but cannot accommodate these specific dates or durations are requested to describe limiting factors and identify dates/durations that may be supported by their response. The dock would need to be in service and NAVSEA certified for operations not later than 01 APR 2026. Option 1 � Under this option, the lessee would be expected to propose preparation for and accomplishment of the non-nuclear surface ship maintenance, modernization, and repair requirements stated in NAVSEA�s solicitations as an independent prime contractor. The lessee would be expected to provide all elements necessary to complete the requirements of NAVSEA�s availability solicitations, including, but not limited to: Production labor (including all trade labor requirements); Support Labor (including program management, testing, quality assurance, security, purchasing, safety/environmental and any other support personnel requirements); Material (including consumables and solicitation required contractor furnished material); Support services (electrical, water, sewage, etc.) for the vessel and Ship�s Force berthing barges/land-based equivalents while the vessel in dock; and Production and Support Facilities and Equipment, including shops, warehouses, and material laydown spaces, cranes, office facilities, parking lots, plant security infrastructure, etc.� Should NAVSEA elect to pursue this path, the awarded contractor would be required to: Tow the AFDM-10 to the contractor�s operating basin, moor it therein, and furnish all facilities and accomplish all work required to place the AFDM-10 in operation; Complete all necessary hook up and other arrangements to make the AFDM-10 fully operational and maintain it in that condition; Ensure the depth of the offeror�s harbor is dredged to a depth that ensures there is a minimum clearance of thirty-six (36) inches between the bottom of the AFDM-10 �and the harbor bottom at Mean Low Water (MLW); Obtain and Maintain NAVSEA Dry Dock Certification in accordance with MIL-STD-1625(D); Perform any and all maintenance, preservation, and repair required to ensure that the AFDM-10 is safe (i.e., meets required safety laws, regulations, and procedures), Navy certified, and fully operational; Obtain and Maintain a NAVSEA Master Ship Repair Agreement (MSRA) holder within 180 days of contract award; Prioritize the use of the AFDM-10 for NAVSEA dry-docking requirements over other government or commercial customers; Make the AFDM-10 and all necessary support infrastructure, including vessel, berthing barge, or barge equivalent temporary services and material laydown,� available to any and all ship repair firms holding Master Ship Repair Agreements and/or Agreements for Boat Repair wishing to propose on U. S. Navy dry-docking availabilities; and Provide yearly and emergent maintenance and inspections to support ongoing use of the AFDM-10 �throughout the leasing period. Option 2 � Under this option, the contractor would not be expected to complete NAVSEA�s maintenance, modernization, and repair requirements themselves. Instead, the contractor would be expected to make the AFDM-10 and all associated supporting infrastructure available for third-party ship repair prime contractors to accomplish the non-nuclear surface ship maintenance, modernization, and repair requirements as independent contractors of the Government. The AFDM-10 GOCO contractor would be expected to provide all elements necessary for a third-party to complete the dry-docking requirements of NAVSEA�s availability solicitations, including, but not limited to: Facility Specific Support Labor (including dock masters/engineers,� plant security, and safety/environmental personnel); Support services (electrical, water, sewage, etc.) for the vessel and Ship�s Force berthing barges/land-based equivalents while the vessel in dock; Limited Production and Support Facilities and Equipment, including material laydown spaces, office facilities (or laydown spaces suitable for temporary office facilities), parking lots, plant security infrastructure, etc.; and� Production support for maintenance of the AFDM-10, as required. S. Navy dry-docking availabilities; and Provide yearly and emergent maintenance and inspections to support ongoing use of the AFDM-10 throughout the leasing period. AFDM-10 General Description (Note: All figures are approximate) Lifting Capacity 18,000 LTs at 7 inch freeboard � currently Navy certified to 10,000 LT 552 feet 0 inch without outriggers � 622 feet with outriggers Width overall 124 Feet Width clear inside 93 feet 0 inches Draft over 4 foot blocks 33 feet 3 inches Max draft submerged 54 feet 1 inches Draft requirements for base 635 feet 0 inches long by 60 feet 0 inches deep and 126 feet 0 inches wide Depth and width of channel Depends on size of vessel to be docked A copy of the latest material inspection report and the dry dock (technical) manuals are onboard the AFDM-10 and, at minimum, will be made available for prospective offerors review at the time of solicitation. The AFDM-10 is presently located at the Vigor Marine�s Seattle, Washington location under the control and custodial care of the Vigor Marine. Based on NAVSEA 04X6 Dry-Docking Matrix, the AFDM-10 is certified to dock the following classes of ships, in accordance with MIL-STD-1625(D). Note: The following is developed using an average docking displacement/draft for each ship class. Actual docking conditions may affect whether a ship class will or will not fit into the facility. U.S. Navy ship classes are listed in the Naval Vessel Register and currently in service. The AS-39 class, operated by MSC, also is included due to the nuclear function of the ships. Ship Class Characterization CG-47, DDG-51, LCS-1, LSD41/49, MCM-1, and PC-1 The ship class will dimensionally fit in the AFDM-10 at practical docking drafts and the ship class's displacement/ship loads are within the AFDM-10's certified rated capacity. The ship class may have been docked in the facility previously, but required special practices to accomplish the docking. AS-39 (MSC) and LCC-19 Ship class fits in dock, but exceeds the certified rated capacity of the facility. DDG-1000 and EDD-964 Use of special techniques to increase available water depth or special blocking arrangement to decrease ship loads may be required. SSN-688 (including MTS) and SSN-774 Ship class will fit in the AFDM-10, but facility is not nuclear capable. CVB-68, CVN-76, LCS-2, LHA-1, LHA-6, LHD-1, LPD-17, SSBN-726, SSN-21, SSN-23 and SSN-23 (Tray Removed) Ship class will not dimensionally fit in the facility or the ship class/dock combination is unsuitable for other reasons. SUBMISSION DETAILS: Please provide a narrative explanation of how your company would intend to implement either Option 1 or Option 2 for the AFDM-10 floating dry-dock: Association or business name, address, CAGE code, and point of contact, including name, phone number, and email address of the individual(s) responsible for submission. Describe your company�s desired approach (Option 1 or Option 2) for the AFDM-10. Describe the potential location(s) where the dock could be situated (City, State) and, if possible, provide a pictorial view of the potential mooring location.� Describe any preparations that would need to be made to support relocating the dock to the location (e.g., dredging, environmental actions, etc.). Describethe temporary services that could be made available at the potential locations to include volumes, pressures, rates as available (e.g., electrical power, potable and non-potable water, steam, connectivity etc.). Describe of the support services that could be made available at the potential locations (Parking, material laydown spaces, office spaces/trailers, etc.) Rough order magnitude (ROM) cost estimates to operate and maintain the facilities, dock maintenance, and temporary services on a yearly basis. If the notional dates and durations of the contemplated options are insufficient to facilitate an economical business model, describe the specific limiting factors and the terms, dates, and durations necessary do so. Please describe any factors or contracting considerations that would improve or adversely impact elements 2-8 above. Not responding to this RFI does not preclude participation in any future competitive solicitation, if one is issued.� If a solicitation is issued, it will be announced later via sam.gov, and all interested parties must respond to that solicitation announcement separately from the responses to this RFI. A small business set-aside may be involved, but a determination can be made only when any future competitive solicitation is initiated. Responses to this notice should not exceed ten (10) pages and should include a cover letter, not counted towards the 10-page limit.� Submissions shall be in Microsoft Word or Adobe Acrobat (5MB limit) and shall be sent electronically to james.m.hammersley.civ@us.navy.mil and derek.s.shirley.civ@us.navy.mil. �Submissions are due no later than 1700 Eastern Time on Wednesday, 8 June 2022.
