- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Micro-g Lacoste, 1401 Horizon Ave, Lafayette, CO 80026, for the purchase of one (1) FG-5X upgrade to NIST's absolute gravimeter model FG-5 SN 204 to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) FG-5X upgrade to NIST's absolute gravimeter model FG-5 SN 204. This NIST Quantum Measurement Division (QMD) requires an upgrade for an older freefall absolute gravimeter (Micro-g LaCoste, model FG5, SN:204) to the much improved model FG5-X. The Micro-g LaCoste, FG5-X features an improved dropping chamber with extended free-fall length and a counter-weighted elevator to reduce mechanical recoil and therefore much higher accuracy. The absolute gravimeter is used for gravity traceability, allowing primary realization of the unit of mass. The ballistic free-fall method is the official primary method for measuring absolute gravity and allows for real-time gravity corrections for tides, ocean loading, polar motion, and atmospheric attraction. The required upgrade can only be performed by the original equipment manufacturer Micro-g Lacoste as the existing NIST owned absolute gravimeters models FG-5 and FG-5X have technology that is proprietary to the manufacturer. Thus no other vendor would have the information necessary to service the FG-5 and FG-5X and use of other manufacturers could potentially result in the gravimeters breaking and voiding any warranties. Micro-g Lacoste is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334513 � Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a small business size standard of 750 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
