- Special Notice: Contract Number: W900KK-22-9-0017 Awardee DUNS: 079529722 Contract Number: W900KK-22-9-0018 Awardee DUNS: 130788826 On 30 June 2022, in accordance with 10 U.S. Code 4022, the Army Contracting Command Orlando has awarded two Other Transaction Agreements (OTAs) in support of the Synthetic Training Environments (STE) ?Soldier Virtual Trainer (SVT) Prototype Project requirement. An award was made to Cole Engineering Services, Inc. (CESI) in the amount of $5,860,870.00 and another award was made to CAE USA Inc. in the amount of $2,930,918.00. The U.S. Armys future training capability is the Synthetic Training Environment (STE). The STE will be a single, interconnected training system that provides a training environment in which units from Soldier/Squad through Army Service Component Command (ASCC) conduct individual and collective training. SVT will be the STE element to deliver the Weapon Skills Development (WSD), Use of Force (UoF) and Joint Fires Trainer (JFT) capabilities. The SVT will provide Soldiers the ability to pre-qualify and certify with WSD, UoF, and JFT tasks. SVT will increase the quality and quantity of realistic training task repetitions, accelerate and sustaining Soldier skill target acquisition, and increase Soldier lethality and unit readiness. SVT will optimize training delivery through the employment of display technologies that provides a realistic immersive environment to meet individual training tasks. A Request for Information for SVT was issued through SAM.gov on 13 September 2021 and updated on 29 November 2021, which resulted in the submittal of seventeen total responses. After evaluation of initial submissions, fifteen vendors were selected to participate in Phase II Demonstrations. Once demonstrations were completed, four vendors were downselected to submit technical and price proposals. Should additional funding in support of this requirement become available, the Government reserves the right to revisit pursuing awards amongst the Phase 2 demonstrated solutions. Successful completion and acceptance of this Agreement will be defined as signed Certificates of Completion (CoCs) for all Contract Line Items Numbers, whereby the prototype is determined to be effective and suitable, and by completion of all activities and deliverables identified in the Statement of Work (SOW). Note: Should the selected vendor fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to return to the results of this competition and award additional OTAs to one or more of the vendors that responded to the initial Request for Information, as appropriate within the scope and evaluated results of the competition.
