Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number W50S9E22Q0002 is hereby issued as a Request for Quote (RFQ). The Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, Dated 26 May 2022 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20220428. It is the contractor�s responsibility to become familiar with applicable clauses and provisions. This acquisition is under North American Industry Classification Standards (NAICS) code 561622 with annual revenue not to exceed $20.5M. The government intends to award a Firm Fixed Price (FFP) contract to a qualified Total Small Business deemed responsive in accordance with Federal Acquisition Regulation (FAR) Part 13. Quotes must conform to all requirements outlined in this Request for Quote (RFQ) and will be evaluated based upon the Best Value to the Government. Delivery of requirements will be FOB destination. This office will consider any late quotes or any late revisions of quotes as non-responsive. In no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed Contracting Officer. The Contractor is hereby notified that in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor's responsibility to make inquiry of the Contracting Officer before making the deviation from the written terms of the contract. Payments or Partial payments will not be made without being authorized by an appointed Contracting Officer with the legal authority to bind the Government. Description of Requirement: The Western Aid Defense Sector needs 200 door lock cores replaced in building 852, in accordance with the Performance Work Statement. CLIN 0001: Contractor will provide locksmith services by replacing 200 door lock cores, providing 350 keys, and include 600 satin brass finish non-serialized keys. Old cores will need to be drilled out as necessary. The goal is to provide new locks for each door within building 852, and ensure they are properly stamped. Contractor will abide by the Performance Work Statement dated 15 June 2022 and SCA Wage Determination 2015-5539. Technical acceptability will be evaluated through a document no longer than five pages, consisting of a detailed parts and material listing, and a labor plan/schedule. Parts listing should detail type and quantity of items. Labor plan/schedule will be a listing of labor hours by tasks and the number of personnel required. Both material listing and labor plan will be evaluated based on the requirements listed in the PWS. Past performance will be at most a one page document and evaluated based on recency, and relevancy. Recency is within the last 3 years. Relevancy is the installation of fiber optic cable or cable similar in nature. This office will consider any late quotes or any late revisions of quotes as non-responsive. Technical and past performance, when combined, are approximately equal to price. This is a best value decision. �Best value� means the expected outcome of an acquisition that, in the Government�s estimation, provides the greatest overall benefit in response to the requirement.
