- Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a solicitation for the acquisition of instructors for BLM-owned DSPN training courses. (i) This is a solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be used. (ii) Solicitation Number 140L0122Q0035 is being issued as a Request for Quotation (RFQ). This solicitation will utilize the policies for solicitation, evaluation, and award prescribed in FAR Part 12, Acquisition of Commercial Products and Commercial Services, as appropriate for this acquisition. (iii) The solicitation document and incorporated provisions and clauses are those in effected through Far Acquisition Circular 2022-06 effective June 26, 2022. (iv) This solicitation is being issued as a Total Small Business Set Aside. The NAICS associated with this solicitation is 611430, with a size standard of $13,000,000.00. (v) See the Statement of Work, Attachment #1, for detailed requirements. (vi) The services to be acquired through this solicitation is instruction for BLM-owned DPSN training courses. (vii) Place of Performance is detailed in the Statement of Work included in the solicitation. (viii) FAR Provision 52.212-1, Instructions to Offerors � Commercial Products and Commercial Services, applies to this acquisition. Potential offerors shall read and comply with all of the requirements. See Attachment #4 for Additional Instructions (addendum). (ix) This acquisition is being solicited using FAR Part 13.5, Simplified Procedures for Certain Commercial Items. The basis of award will be Trade-Offs, see attachment #5 for evaluation criteria. Awards will be made to the small businesses who are responsive, responsible offerors whose quotes, conforming to this request for quote that are the most advantageous to the Government, considering the evaluated price and other evaluation criteria as listed in the solicitation document. To be eligible for award, the offeror must be a small business deemed responsible in accordance with FAR 9.104, provide all documentation/information required in this solicitation; meet all requirements of the solicitation and conform to all required terms and conditions. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. (x) Offerors shall ensure that their Offeror Representations and Certifications � Commercial Items (FAR Provision 52.212-3) are updated in SAM. If an offeror does not have an active SAM registration they shall complete FAR clause 52.212-3 and include it with the submission. (xi) FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Products and Commercial Services applies to this acquisition, see Attachment #3 for all clauses and provisions. (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Products and Commercial Services, applies to this acquisition. See Attachment #3 for additional information. (xiii) Additional clauses that apply to this acquisition are provided in the solicitation. These clauses will be incorporated into the successful offeror�s award. Additional provisions that apply to this acquisition are provided in the same attachment. These provisions are incorporated into this solicitation, but will not be incorporated into the successful offeror�s award. (xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (xv) Quotes are due no later than Tuesday, July 5, 2022 at 12:00 p.m. MDT. Quotes shall be submitted in accordance with the instructions in the solicitation. Interested parties may submit questions relating to this solicitation via electronic mail to Contracting Officer, Andrew Alger at aalger@blm.gov.
