- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is N6833522Q0242 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 332216 with a small business size standard of 750.00 employees. This requirement is a Small Business Set-Aside and only qualified offerors may submit quotes. The solicitation pricing on https://marketplace.unisonglobal.com will start on the date this solicitation is posted, and, unless otherwise displayed at https://marketplace.unisonglobal.com, will end on: 2022-07-29 15:00:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be in the Statement of Work. The NAWC-AD Lakehurst requires the following items, Meet or Exceed, to the following: LI 001: MPH Socket Assembly PN: 18C11784-1, 4, EA; LI 002: MPH Gear Mesh Socket PN: 18C11733-1, 4, EA; LI 003: MPH Installer/Remover PN: 18D11617, 4, EA; LI 004: MPH Wear Kit PN: 18D12124-1, 4, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at https://marketplace.unisonglobal.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, NAWC-AD Lakehurst intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NAWC-AD Lakehurst is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at https://marketplace.unisonglobal.com. There is no cost to register, review procurement data or make a quote on https://marketplace.unisonglobal.com. Offerors that are not currently registered to use https://marketplace.unisonglobal.com should proceed to https://marketplace.unisonglobal.com to complete their free registration. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. New Manufactured Equipment ONLY; NO remanufactured or ""gray market"" items. This solicitation requires registration with the System for Award Management (SAM) at the time an offer or quotation is submitted, excluding the exceptions outlined in FAR 4.1102(a). Registration information can be found at www.sam.gov. Bid MUST be good for 90 calendar days after close of Buy. Due to international agreements governing FMS acquisitions, FMS inspection and acceptance of the supplies to be furnished hereunder shall be performed by the DCMA cognizant office. Inspection and acceptance of supplies shall take place at the Contractor�s facility (Inspection/Acceptance at Origin). Acceptance of all Contract Line Items/Sub Line Items (CLINs/SLINs) shall be made by signature of the accepting authority on a DD 250 submitted through the Wide Area Workflow (WAWF) system. Acceptance will only occur when the accepting authority is sure that inspections performed demonstrate compliance with contract requirements. Failure to have DCMA inspect prior to shipment may result in the Contractor not being able to invoice the item and receive payment. Delivery terms shall be FOB Origin in accordance with FAR 52.247-29- FOB ORIGIN and therefore shipping costs should not be included in your quote. FMS contracts contain detailed instructions that apply to that specific contract because FMS are governed by international agreements with procedures that must be followed to ensure payment for the Contractor. The US Navy will work to arrange for pickup and shipment at no cost to the Contractor or the Government, as shipping costs are covered by the FMS customer. **See Attachment 001-Evaluation Plan** This resultant contract will utilize FAR part 13 procedures. (d) Nothing in the terms of this contract adds, changes, supersedes, or waives any of the requirements of applicable Federal laws, Executive orders, and regulations, including but not limited to� (1) The Export Administration Act of 1979, as amended (50 U.S.C. App. 2401, et seq.); (2) The Arms Export Control Act (22 U.S.C. 2751, et seq.); (3) The International Emergency Economic Powers Act (50 U.S.C. 1701, et seq.); (4) The Export Administration Regulations (15 CFR Parts 730-774); (5) The International Traffic in Arms Regulations (22 CFR Parts 120-130); and (6) Executive Order 13222, as extended. (e) The Contractor shall include the substance of this clause, including this paragraph (e), in all subcontracts.
