- RFI 36C10X22Q0119 VA Homeless Program Technical Assistance and Strategic Planning Support Department of Veterans Affairs Request for Information (RFI) VA Homeless Program Technical Assistance and Strategic Planning Support Notice In accordance with Federal Acquisition Regulation (FAR) 15.201(e), the Department of Veteran Affairs (VA s) Strategic Acquisition Center (SAC) is seeking information from interested parties to obtain market information or capabilities to provide solutions to assist the Veterans Health Administration (VHA) Homeless Program Office (HPO) end homelessness for veterans. This request is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the VA. VA is conducting market research to identify qualified, experienced, and interested sources, in addition to determining solicitation set-aside requirements, if any. No response shall be considered as a proposal, nor shall any contract be awarded from this RFI. Further, the VA is not at this time seeking proposals and will not accept unsolicited proposals. Responding interesting parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI shall be solely at the interested party s expense. Not responding to this RFI does not preclude participation in any future solicitation if one is issued, however, failure to submit information in sufficient detail may result in considering a company as not a viable source and may influence competition and set-aside decisions. If a solicitation is released, it will be synopsized on the System for Award Management website (https://sam.gov/content/opportunities). It is the responsibility of all interested parties to monitor this site for additional information pertaining to this requirement. In addition, to participate in any future solicitations, interested parties must possess a valid Commercial and Government Entity (CAGE) code and must be registered on this (sam.gov) website Description The U.S. Department of Veterans Affairs (VA) has made ending homelessness among Veterans a top priority. To achieve this urgent national goal, VA administers several homeless prevention, rapid rehousing, transitional housing, and outreach programs to help Veterans who are homeless or at risk of homelessness access stable housing and wraparound supportive services. VA s no wrong door approach ensures that homeless Veterans and Veterans at risk of homelessness will have timely access to appropriate programs, services, and other interventions regardless of where they initiate contact with the homelessness continuum of care. The VHA Homeless Programs Office (HPO) oversees execution of the plan to end Veteran homelessness with support from the Office of the Deputy Under Secretary for Health for Operations and Management (DUSHOM), Veterans Integrated Service Network (VISN) leadership, and staff at each VA medical center. In addition, VHA HPO is responsible for policy development, inter and intra-agency coordination, developing and maintaining relationships with external stakeholders, monitoring performance, building and executing an operational budget, and overseeing regional and local operations. Objective and Scope VA is considering a 4-year contract for a contractor to provide all labor, supervision, and all other pertinent resources to provide the following resources to make homeless Veterans, at-risk Veterans, and people who are likely to encounter Veterans who lack stable housing aware of the following VA programs: homeless prevention rapid rehousing transitional housing justice outreach case management supportive employment and other resources Task Breakdown Project Management Community Initiative Direct Coaching, Cohorts, HPO Support, and (Virtual) Listening Sessions Training Workshops Policy Review and Recommendations VA Strategic Plan Implementation Support Homeless Management Information Systems (HMIS) Support End of Contract Performance Assessment reporting The anticipated North American Industry Classification system (NAICS) code is 541611 Administrative Management and General Management Consulting Services. This US Industry classification comprises establishments that are primarily engaged in providing operating advice and assistance management issues, such as financial planning and budgeting, equity and asset management records management, office planning, strategic and organizational planning, site selection, new business start-up, and business process improvement. This industry also includes establishments of general management consultants that provide a full range of administrative, human resource, marketing, process, physical distribution, logistics, or other management consulting services to clients. The anticipated Product Service Code (PSC) is R410 Professional Services Management Advisory Services. Capabilities Statement All interested parties are invited to submit a clear and unambiguous capability statement, in writing, with sufficient information to demonstrate your company s capability of performing the work. The capability statement must clearly demonstrate the tasks as identified in Section 3.2 of this RFI and can include program/service literature to substantiate your capability. Services are anticipated for a period of up to 4 years (base year and three option years) so responses must clarify if you are able to render services for the entire duration of the anticipated Period of Performance (PoP). Interested parties can also include their estimated labor rates/hours/categories if desired. Interested parties responses must include, at a minimum, the following: Company Information: Company Name, Unique Entity ID (replaced DUNs) number, CAGE Code, Company mailing address, phone number, and name and email Name and email of designated point of contact (POC) Company Business size and experience: Business size: i.e., Large/other than small business, socioeconomic status, How long in business Business affiliation: i.e., joint ventures, teaming arrangements, etc. Capability statement Company History and Accessibility: Company s ability to access VA systems such as: Homeless Management Information Systems (HMIS) to assist with performing duties. United States Interagency Council on Homelessness (USICH) criteria, benchmarks, and knowledge of project based U.S. Department of Housing and Urban Development-VA Supportive Housing (HUD-VASH) voucher program. confirm current access, previous training, and extensive knowledge to the VA Repository. An RFI Response Matrix is provided for your convenience. Responses Responses are due no later than 4:00 PM Eastern Standard Time (EST) on July 11, 2022. Responses . Responses shall be limited to 10 pages, 12-point font minimum. Please be advised that all submissions become Government property.
