- W912HV-22-Z-0019 Sources Sought Market Survey DESC1803 and DESC1903 Introduction: The U.S. Army Corps of Engineers, Japan District (POJ) has two upcoming construction projects located at Marine Corps Air Station Iwakuni.� The purpose of this notice is to identify sources capable of performing these projects and to receive responses from those firms to assist the Government's acquisition planning. �All upcoming projects are Design-Bid-Build (DBB) military construction projects.� This announcement represents a market survey that is intended for planning purposes only. �This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This notice is NOT a solicitation. Each project will be solicited separately under a unique solicitation number.� The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). The two upcoming projects: FY18 DLA DESC1803 Construct Bulk Storage Tanks Phase 1, Marine Corps Air Station Iwakuni, Japan FY19 DLA DESC1903 Construct Fuel Pier, Marine Corps Air Station Iwakuni, Japan We are committed to partnering with industry as much as we can throughout this process and therefore encourage all interested companies to respond to this sources sought.� Market research and industry feedback is an essential part of the acquisition process.� The information requested in this announcement will be used within POJ to facilitate decision-making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this announcement should consult 41 C.F.R. parts 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA). All information submitted by respondents that they consider confidential and not releasable to third parties outside of USACE, and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked. Provide new transfer piping, valves, manifolds and related appurtenances from the new tanks to the existing pump house. Demolish three existing 10,000- barrel aboveground tanks, secondary containment and associated piping and apparatuses. Provide all supporting civil, mechanical and electrical utilities to include but not limited to, automatic tank gauging, electrical service, lighting, communications, cathodic protection, fire protection, drainage, access roads, sidewalks, gates, and landscaping. In addition, incorporate deep soil mixing or provide pile type foundations to improve soil bearing capacity. PROJECT # 2 Project Title:� FY19 DLA DESC1903 Construct Fuel Pier Project Location: Marine Corps Air Station Iwakuni Product Service Code (PSC):� Y1NA � Construction of Fuel Supply Facilities NAICS Code:� 237120 � Oil and Gas Pipeline and Related Structures Construction� Project Magnitude:� Between �2,500,000,000 and �10,000,000,000 (Japanese YEN) Anticipated Period of Performance: 730 Calendar Days.� Anticipated Acquisition Method:� Request for Proposal Anticipated Schedule: The Government anticipates soliciting in Q1 or Q2 of FY23 Project Description:�� Design-Bid-Build.� Construct a reinforced standoff fuel pier along the north side of the existing access pier, northeast of the existing T-1 Tanker Offloading Area, to accommodate a medium sized (235 MBBL) tankers. The project includes the construction of a new reinforced concrete standoff fuel offloading platform, two (2) berthing dolphins, and four (4) mooring dolphins. Identify your current construction bonding levels: a. Single Contract Amount b. Aggregate Maximum Contract Amount c. Name of Sureties For each project you are interested, request any comments/concerns related to the Draft Plans and Specifications (if provided) (i.e. long lead items, specialty equipment, Japan Industrial Standards/Japan Edited Specifications, anticipated period of performance).� Projections: Based on the upcoming military construction projects and other known Government agency military construction projects that your company may be interested in, what factors would you consider in participating for each solicitation (example � location of project, size of project, timing of project, acquisition strategy)? Do you see any challenges or concerns with the upcoming projections? The Fuel Pier project is constructed in US Exclusive Use Area waters.� Do you anticipate any difficulties or delays in obtaining required permitting from Japanese Governmental Authorities such as the Japanese Coast Guard?� Both projects require commissioning of a fuel system using fuel provided by the Government.� Are there any concerns or risks that you would like to bring to our attention that impact your ability to bid the project?� Any other questions or concerns.
