- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Systems Command, Mid-Atlantic is seeking eligible small businesses, HUB Zone Small Businesses, Small Disadvantaged Businesses, Veteran-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses capable of performing construction services for the following: P239 F-35 Flightline Utility Modernization Phase II, Design Bid Build, Marine Corps Air Station MCAS, Cherry Point.� P239 will upgrade, renovate, and modernize base utilities in the core area to serve future airfield facilities. Utility work includes fire protection lines, potable water lines, communication fiber and duct bank, sanitary sewer, electrical distribution lines, substation upgrades, industrial wastewater lines, natural gas, and steam distribution. Project is considered Phase 2 of 2. The project will separate the fire protection system for the deluge sprinkler and existing aqueous film forming foam systems flight line buildings from the existing potable water system. The new fire distribution system will include pipeline, fire pumps, fire pump buildings and water storage facilities. The potable water distribution system along A Street will be resized to correct the hydraulics and improve water quality to the existing buildings. This project will also include new water service connections, advanced meters and the connection to the existing system along A Street. Elevated water storage tanks will be repaired and/or replaced to support the hydraulic changes. Communications pathways consisting of fiber, duct banks, manholes, and cable will be constructed along A Street. Infrastructure will be modernized to support ALIS. Provide hardware installation/replacement, new splices, expand vault and additional coring. Sanitary sewer system will be a gravity collection system to replace the aged wastewater collection mains, pump station and lift stations. The power at the NC Highway 101 substation will be modernized from 25 to 50 Megawatts to provide a fully redundant medium voltage distribution system. Facilities will be designed to meet or exceed the useful service life specified in DoD Unified Facility Criteria. Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 237990 � Other Heavy and Civil Engineering Construction, and the Small Business Size Standard is $39,500,000.� In accordance with DFARS 236.204, Disclosure of the magnitude of construction for this project is between $100,000,000 and $250,000,000. If set-aside exclusively for small business participation, the contract would include FAR clause 52.219-14 Limitations on Subcontracting, which states that �The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.�� This office anticipates award of a contract for these services by March 2023. All service-disabled veteran-owned, certified HUB-Zone, certified 8(a), and women-owned small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government�s best interest. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. Upon review of industry response to this sources sought notice, the Government will determine whether set-aside procurement in lieu of full and open competition is in the Government�s best interest. Large business submittals will not be considered. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested small businesses submit to the Contracting Officer a capabilities package, to include the Sources Sought Contractor Information Form, Sources Sought Project Information Form and Sources Sought Project Matrix, provided as attachments to this notice. Submit a minimum of two (2) and a maximum of five (5) relevant construction projects completed in the past seven (7) years that best demonstrate your experience on projects that are similar in size, scope, and complexity. The attached construction experience project data form shall be utilized to demonstrate experience.� Of the projects submitted, at least one must be a complex utility upgrade and one must include a repair or replacement of an elevated water storage tower. For purposes of this synopsis, relevant project is defined as follows:� Size:� A final construction cost of $50,000,000 or greater. �� Scope: New construction of utility corridor and new repair or replacement of elevated water storage tower. Complexity:� Each project submitted does not require demonstrated experience with all of the following components, but collectively, must demonstrate experience with all elements: Projects involving construction, renovation, or repair of multiple types of utilities. Projects involving a phased construction schedule or construction sequencing. Projects including site improvements (road work, complex subsurface utility infrastructure). � Ensure that the project description clearly identifies whether the project is new construction or repair/renovation, addresses how the project meets the scope and complexity requirements as delineated above, and provides the final construction cost. All responses shall include: (1) Numbers of contracts and indicate whether your participation as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (2) Company Profile to include number of employees, office locations(s), available bonding capacity up to $40,000,000, DUNS number, CAGE Code, SAM.gov Unique Entity ID (UEI), and statement regarding small business designation and status. (3) If you are proposing as an 8(a) Mentor Prot�g�, please indicate the percentage of work to be performed by the Prot�g� and a copy of the SBA letter stating that your Mentor Prot�g� agreement has been approved. The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services, as applicable. All information submitted will be held in a confidential manner and will only be used for the purpose intended. Points of contact listed may be contacted for the purpose of verifying performance.
