- THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) is soliciting information to issue a Request for Proposal (RFP) for a Formulation study. This new procurement is for a definition-phase study of a Coronagraph (COR) instrument for the Space Weather Next Lagrange 1 (SW Next L1) Series a follow-on to the current Space Weather Follow On Lagrange 1 (SWFO-L1) Mission. The SW Next L1 Series is anticipated as a series of two procured spacecraft with options for two additional units. The SW Next L1 Series is a high priority joint undertaking by NASA and the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA). The SW Next L1 Observatories will provide NOAA with the continuity of solar wind data and Coronal Mass Ejection (CME) imagery, which is the National Weather Service's highest priority for space weather observations. The COR instrument will be part of the SW Next L1 Observatories. The instrument will provide coronal imagery of the Sun for detection and characterization of the Earth-directed CMEs. 336 -- Transportation Equipment Manufacturing/336414 -- Guided Missile and Space Vehicle Manufacturing The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard (in number of employees) are 336414 and 1250, respectively. A Draft RFP for the COR instrument is targeted for release in 4th Quarter FY2022. The Government anticipates a release of the Final RFP in the 1st Quarter FY2023. The Government anticipates issuing a modification to this synopsis when the Final RFP becomes available. It is anticipated that this procurement will be a full and open competition. The Government anticipates awarding up to two firm fixed price contracts; approximately $1M each with an anticipated 8-month period of performance for this definition-phase study. The Final Report is due 8-months after contract award with the Risk Mitigation Report and Technology Development Report also due 8-months after contract award. Any proposed technology development or risk mitigation efforts would be included in this fixed price. When the Final RFP is issued, all responsible sources may submit an offer which shall be consider by the agency. Prospective Offerors shall notify this office of their intent to submit an offer. It is the offeror�s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
