- COMBINED SYNOPSIS/SOLICITATION DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This Synopsis/Solicitation constitutes the only request for quotes for this requirement. �This solicitation utilizes FAR Part 13 procedures. �The Government reserves the right to award without discussions.� The solicitation document, FA8604-22-Q-B002, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2022-06. The associated NAICS code is 519130 and the small business size standard is 1000. The Department of Defense (DoD) Library Consortium requires access to an educational database featuring instructional design that utilizes a MicroLesson presentation. The primary intent of an instructional MicroLesson approach is to present a single, tightly defined topic ranging in segments from 8 to 12 minutes in length and are utilized to help library customers studying for CLEP, DANTES, ASVAB, GRE, SAT and ACT exams. Electronic access to the subscription shall provide for twelve (12) months from 02 August 2022 to 01 August 2023. The Air Force anticipates a Firm Fixed Price (FFP) purchase order. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The relative importance assigned to each evaluation factor is not provided, in accordance with FAR 13.106-1(a)(2).� Comparative evaluations of offers will be conducted to determine which product is most advantageous to the Government, price and other factors considered.��� 52.212-2, Evaluation--Commercial Items, does NOT apply to this effort. See FAR 52.212-1, Instructions to Offerors-Commercial Items, does apply to this effort. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
