Description
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to WayLink Systems Corporation of Stillwater, OK for pavement condition survey analysis services. The ERDC GSL requires the contractor to analyze up to 10 miles of scanned pavement data with the government owned digital highway data vehicle (DHDV). The contractor will work with ERDC to facilitate the data processing using pavement condition index (PCI) values from the Deluxe MHIS-Airport software through remote sessions. ERDC will be responsible for comparing the data processed to the PCI standard in PAVERTM. The contractor will modify the software as needed based on the results of the post-processed data from the pavement evaluations to meet the needs of Naval Facilities Command (NAVFAC) and provide the updated software to ERDC. WayLink Systems Corporation has a Deluxe MHIS-Airport software for airfield pavement analysis that was designed to use airfield pavement distress survey based on the pavement condition index (PCI) standard that is supported with data collected by using the DHDV. PCI is calculated in PAVERTM, which is an automated management system currently used by ERDC and the rest of the DOD as a decision-making tool for the development of cost-effective maintenance and repair alternatives for roads, parking lots, and airfields. WayLink Systems Corporation�s Deluxe MHIS-Airport software for airfield pavement analysis was designed to use airfield pavement distress survey based on the PCI standard that is supported with data collected by using the DHDV. In other words, the software used in the DHDV (automated data collection) is supported by the software currently used by the DOD in standard pavement condition surveys (walking and manually entering data); the resulting output must be the same. The MHIS-Airport software is a self-contained integrated sensor and software system that is capable of rapidly and accurately measuring pavement defects, automatically analyzing the collected data, and categorizing the defects into standard pavement distress classes that are currently used by the DOD. The Deluxe MHIS-Airport software provided by the DHDV has the capability to stitch images from multiple passes with the laser image into one single virtual 0.5-mm to 1-mm resolution image from an entire pavement section, divide the pavement into slabs and/or sample units for PCI analysis, and output the result for PAVERTM application. No other automated pavement condition survey data is known to be compatible with the PCI standard. Based upon the market research, since WayLink Systems Corporation manufactured the ERDC-owned DHDV and is the owner of the MHIS-Airport software, services by WayLink are needed for the data analysis and software updates and tweaks to support the NAVFAC project. WayLink is the only company capable of altering their software as needed based on the data collected on the Navy�s port facility pavements. The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a small business standard of 1,000 employees. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement. Respondents to this notice must provide: the manufacturer�s part numbers for offered products; product specifications; statement as to whether offered products are commercially available; warranties offered on the products; and lead time for delivery. Any offeror shall be required to register in the Government�s System for Award Management (SAM) at www.SAM.gov . Respondents must provide their full legal name; authorized contact�s name, title, email and phone number; legal address; link to registration in www.SAM.gov ; and their firm�s business size declaration as well as the firm�s socio-economic status, if any (e.g. Large Business, Small Business, Women-Owned Small Business, Service-Disabled Veteran Owned Small Business, etc.). Respondents must also provide a description of their past experience in fulfilling requirements, which are the same or similar to this requirement, and provide references for each.� � Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
