- Synopsis - Notice of Intent to Award Small Business Innovation Research (SBIR) Sole Source - Multi-Function Ear Probe Integration and Study Support Subject: Non-personal services to provide research studies and support services for the National Military Audiology and Speech Pathology Center (NMASC), Walter Reed National Military Medical Center (WRNMMC). � SOL#:W81K04-22-Q-0006 � The U.S. Army Health Contracting Activity (USAHCA), Health Readiness Contracting Office (HRCO), Joint Base San Antonio (JBSA) - Fort Sam Houston, Texas intends to award a commercial Firm Fixed Price, Sole Source contract with Firm Fixed priced CLINs for research, modifications and support services to Creare, LLC DBA Creare, 16 Great Hollow Rd, Hanover, NH, 03755-3116.� The requirement is to make modifications and improvements to the M-Plug and the Integrated Platform for Clinical Assessment and Monitoring (IPCAM) infrastructure to allow the NMASC, the DoD Hearing Center of Excellence (HCE), and the Army Public Health Center (APHC) to execute research studies and public health projects that utilize IPCAM to evaluate the effects of noise exposure on human listeners. The current IPCAM infrastructure includes the Wireless Automated Hearing Test Sytem (WAHTS) boothless audiometer, Hear Track, the mNOISE dosimeter and the TabSINT software package for administering hearing studies. A particular emphasis will be placed on adapting the TabSINT architecture to incorporate Creare�s M-Plug developed under a previous Phase II SBIR contract W81XWH-19-C-0076 titled �Multi-Function In-Ear Probe� into the IPCAM infrastructure. In addition, the contractor shall provide or procure technical support to the NMASC, HCE, and APHC for the execution of studies that use the M-Plug and IPCAM infrastructure to evaluate the effects of acute and chronic noise exposure on human listeners. In the second task, the contractor shall provide or procure technical support to the NMASC, HCE, and APHC for the execution of studies that use the M-Plug and IPCAM infrastructure to evaluate the effects of acute and chronic noise exposure on human listeners.���� The North American Industry Classification System (NAICS) code is 541715� Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).� The Health Readiness Contracting Office (HRCO) intends to award a contract no later than September 15, 2022 for the services to begin September 15, 2022. It is anticipated that the Firm Fixed Price contract will have a period of performance of September 25, 2022 through September 24, 2023.� The HRCO intends to solicit and negotiate only with Creare, LLC DBA Creare, under the authority of Federal Acquisition Regulation 13.501-1(a)(2)(ii).� This notice of intent is not a request for competitive proposals.� A solicitation will not be published.� However, any quotes, proposals, or capability statements received by 12:00 PM CDT on Friday, July 20 2022, will be considered by the contracting officer. �The HRCO reserves the right to amend this notice if needed.� The Contracting Officer is Mr. Anush Collins, email: anush.m.collins.civ@mail.mil .
