Description
GENERAL This is not a request for proposals.� No solicitation document exists at this time.� The Naval Air Systems Command (NAVAIR), Airborne Strategic Command, Control, and Communications Program Office (PMA-271), is seeking industry feedback from potential prime contractors on the acquisition strategy as it relates to the availability of data within the industry base to perform modifications to a C-130J-30 in the areas contained herein and incorporate government directed Very Low Frequency (VLF) and other components. This notice is being used for the purpose of determining market interest, availability and adequacy of potential business sources prior to establishing the method of acquisition and issuance of a Request for Proposal, including the use of any appropriate small business programs. The Government is not obligated to and will not pay for any information received from potential sources as a result of this Request for Information (RFI) notice. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this RFI is strictly voluntary. This notice is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.� The Government does not have the necessary technical rights and documentation for the C-130J-30 or the VLF as they were originally developed at private expense by Lockheed Martin Corporation and Collins Aerospace, respectively. Based on the significant airframe modification anticipated for the C-130J-30 and required access to detailed aircraft technical data well beyond what the E-XX Program can provide, the program wants to ensure access to this information exists in the market in order to ensure a sound foundation for the success of the program. Background The E-XX Program is for the TACAMO-only mission replacement for the E-6B Mercury aircraft. The prime contractor (Prime) shall integrate a Government procured Very Low Frequency (VLF) subsystem from Collins Aerospace and shall design and integrate a modernized TACAMO mission system into a Lockheed Martin C-130J-30 aircraft. The E-XX Program is a pre-ACAT 1B development program under Assistant Secretary of the Navy (ASN) Research, Development and Acquisition (RDA) oversight. E-XX is preparing for Engineering & Manufacturing Development (EMD) with the objective of entering the acquisition framework at Milestone B (MS B) in FY23. The Government expects to select a single Prime at MS B to complete mission system development and integration with a VLF subsystem into a C-130-J-30 platform. This contract will be Unclassified with attachments and addendums that will be classified collateral Secret (S) up to classified collateral Top Secret (TS). Government will furnish the Prime with three (3) C-130J-30 aircraft and a VLF system design to support EMD development, integration activities, and system testing ultimately culminating in MS C and production decisions. Additional systems will be directed by the Government, and will either be directed contractor furnished equipment, or provided as Government Furnished Equipment. Submission Content The following is not intended to be a complete listing of all efforts planned under the Engineering Manufacturing, and Development (EMD) contract, but rather focus areas whereby additional information is needed as it relates to industry available data. As stated above, the E-XX weapon system requires significant airframe modifications and access to detailed aircraft technical data believed to exist in the market to include: Airframe Master Event Spectrum to support airframe loads, strength, and fatigue assessments Detailed airframe material specifications, status and dynamic loads models to assess airframe fatigue life impacts due to mission systems payload and E-XX mission impacts (e.g. augmented power generation, increased cooling, increased drag, and extended operations at max zero fuel weight and increased angles of bank). Detailed fuselage structural data (finite element models, level IV drawings, and material specifications) for the C-130J-30 to support VLF system integration, EMP hardening, antenna placement, and impacts of continuous operations near airframe max weight limits C-130J-30 RF Feko model, and detailed data on baseline radios, amplifiers, antennas and filters to assess optimal RF system integration to meet critical RF simultaneous operation requirements Validated static and dynamic structural models of wings, horizontal stabilizers, vertical stabilizer and control surfaces (flaps, ailerons, etc.) to support antenna integration and strengthening for airworthiness determinations and C-130J-30 Class I Engineering Change Proposals (ECPs) Engineering level of detail (system architects diagrams, interface control documents, software version description documents, and source and compiled code) of the C-130J-30 flight deck avionics architecture, mission computer, and associated software baselines in order to seamlessly integrate a secure Interface Communications System (ICS) between the cockpit and the mission payload section, �ensure safety of flight critical flight deck avionics systems will meet nuclear & cyber survivability requirements, and E-XX automated flight control system updates. Detailed aeromechanical aircraft and engine performance data to assess performance impacts to the C-130J-30 due to mission systems payload and TACAMO mission impacts. SECURITY Information Security The disclosure of E-XX information or CUI by a U.S. prime contractor to a foreign subcontractor shall be processed in accordance with the Arms Export Control Act (AECA) (Title 22, U.S.C., Sec 2751) and the International Traffic in Arms Regulations (ITAR) (22 CFR Parts 120-130).� Release of E-XX controlled unclassified information (information not previously approved for public release through appropriate U.S. Government channels) to foreign entities or US citizens working for a foreign owned, controlled, or influenced (FOCI) company is restricted by DoD 5220.22M, (NISPOM) and the ITAR.� In addition to the AECA, the responder shall comply with the Department of the Navy Foreign Disclosure Manual of September 2007; Change 1 dated 10 January 2011. Information Assurance Responders to this request shall ensure that Contractor Owned and Operated Networks and Information Systems that process, store, display, manipulate, and/or transmit E-XX controlled unclassified information shall comply with the protective measures in accordance with DoD Instruction 8582.01, 9 December 2019, Security of Non-DoD Information Systems Processing Unclassified Nonpublic DoD Information. Responders shall comply with DoD Instruction 8520.02, Public Key Infrastructure (PKI) and Public Key (PK) Enabling, 24 May 2011 when transmitting E-XX Controlled Unclassified Information (CUI), defined as information not previously approved for public release, over unclassified electronic mail (e-mail) to Government recipients.� Responders shall ensure those transmissions are encrypted using Department of Defense Public Key Infrastructure (DoD PKI) or an approved External Certification Authority.� Responders shall also levy DoD Instruction 8520.02 requirements to sub-contractors in order to satisfy requirements for secure/encrypted transmission of CUI. SUBMISSTION INFORMATION Content Interested businesses shall submit a brief capabilities statement package (no more than ten 8.5 x 11 inch pages, font no smaller than 12 point, 1.5 spaced) demonstrating their ability to perform the MSI efforts without the Government providing any C-130J-30 technical data as Government Furnished Information (GFI). This documentation must address at a minimum all of the following: Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, and e-mail address. Company profile to include number of employees, annual revenue history, office location(s), Commercial and Government Entity (CAGE) Code, and a statement regarding current small/large business status. Management approach to staffing this effort with qualified personnel. Demonstrate that your company possesses the necessary technical data, without any GFI provided, to perform the planned tasking (i.e. a current, long-term license agreement with LMA that would not expire until completion of production). Supporting documents submitted in response to this requirement will not be counted against any page limitations. Provide examples of any contractual efforts, with contract numbers, demonstrating access to and use of C-130J-30 technical data to perform similar/related tasking that resulted in a government airworthiness certificate without airframe OEM support. Provide examples of any contractual efforts, with contract numbers, demonstrating performance as Lead Systems Integrator (LSI) of a C-130J-30 modification of similar/related tasking that resulted in a government airworthiness certificate without airframe OEM support. Willingness to host NAVAIR or come to Patuxent River for market research to review the data you possess and discuss specific requirements. Company�s ability to comply with security measures for the protection of the E-XX mission by having personnel and computer systems to support classification up to Top Secret (collateral) access. Specific technical skills your company possess which ensures capability to perform the tasks. Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned, Small Business Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. Additional Information: The RFI is an exchange of information between the Government and Industry aimed at understanding the existence of sources that can deliver supplies and services to support the E-XX Program. Additional RFIs requesting further detail may be issued in the future to continue the Government�s informational exchange with industry. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosures; however, it is incumbent upon the respondent to properly mark all submissions. In order to complete its review, the Navy Program Office must be able to share information within the Government and any responses marked in a manner that will not permit such internal Government review may not be assessed/considered. The data associated with the E-XX Program is export controlled and is not available to foreign sources or representatives. This RFI is issued solely for information and planning purposes and does not constitute a program or contractual solicitation. PEO (A) PMA-271 is under no obligation to acknowledge receipt of submissions or of the information received, or to provide feedback to respondents with respect to any information submitted under this RFI. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.
