- NOTICE OF INTENT TO SOLE SOURCE. This is not a request for competitive proposals/quotes. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), hereby announces its intent to issue a sole source order/contract to Health Enhancement Research Organization, Inc. The NAICS code for this acquisition is 813920, Professional Organizations with a size standard of $16.5 million. Total Worker Health� (TWH) is defined as policies, programs, and practices that integrate protection from work-related safety and health hazards with promotion of injury and illness prevention efforts to advance worker well-being. To better understand and operationalize the concept of well-being, in FY2014-17, NIOSH funded the RAND Corporation to develop a conceptual framework for worker well-being, followed by an assessment instrument built upon the framework. The instrument, the NIOSH Worker Well-Being Questionnaire (WellBQ), was finalized and released by NIOSH in 2021 for free public use. The purpose of this contract is to provide access to WellBQ results through a clearinghouse that accepts results from users of the WellBQ. The information from the clearinghouse, a non-covered, non-Federal system, can be used to better evaluate the well-being of workers across industries and occupational sectors. The contractor will enable linking of WellBQ results with results from an organizational health scorecard to enable a more comprehensive understanding of worker well-being. The contractor will promote and facilitate deployment of the WellBQ across a wide range of industrial sectors, particularly the healthcare sector. The contractor will serve as a technical resource in support of WellBQ applications. The contractor will work with the WellBQ Science Working Group to ensure the integrity and appropriateness of clearinghouse activities and compliance with policies and program priorities. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov This action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This is not a request for competitive quotations; however, the Government will review any/all product, capabilities, and pricing information submitted prior to the closure of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
