JUSTIFICATION�OTHER THAN FULL AND OPEN COMPETITION Program/Equipment: This requirement is to include expired American River Watershed Common Features (ARCF), Natomas Basin Project Reach H Levee Improvement Optional Contract Line-Item Number(s) (CLINs) 1001: I-80 Seepage Berm and Ramp and 1002: Maintenance Road Sta. 119+40 to 140+40 into Contract W9123819C0006.� These CLINs could not be exercised prior to their expiration due to the lack of availability of real estate and subsequent inability to certify real estate.
