Description
Synopsis- Notice of Intent to Sole Source The Baltimore District of the U. S. Army Corps of Engineers, 2 Hopkins Plaza, Third Floor, Baltimore MD 21201, is issuing a notice of intent to sole source an award to ChemScan, Inc. 2325 Parklawn Drive, Suite I, Waukesha, WI 53186 for the installation of two (2) new ChemScan UV 2250/S units and the repair of two (2) existing ChemScan UV 2150/S units at the Dalecarlia and McMillan water treatment plants at the Washington Aqueduct, Washington, D.C. The work to be done under these specifications consists of Commissioning, startup, calibration, and operation and startup training to be performed for the two (2) new ChemScan UV 2250/S units. The two (2) existing ChemScan UV 2150/S units shall also be calibrated as part of the repair. The Government intends to negotiate solely with ChemScan, Inc. FAR 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements. By continuing with a contract with ChemScan, Inc. the Government will be able to utilize the existing ChenScan analyzers at a cost savings for the Washington Aqueduct. Because ChemScan, Inc. completed the preliminary commitments, they will be able to repair and replace the existing analyzers that were previously installed. Delays in the repair and replacement of these units would cause project acquisition interruptions/pauses and, therefore, cost the Government additional time and money. It is in the best interest of the Government and cost efficient to have ChemScan, Inc. perform this additional work. The NAICS code for this acquisition is 334513, with a small business size standard of 750 employees. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, responses may be submitted to Bridget Kelley at bridget.l.kelley@usace.army.mil and responses received no later than Wednesday, 20 July 2022 at 2:00PM shall be considered by the Agency.
