Pre-solicitation Notice Pre-solicitation Notice Page 5 of 5 Pre-solicitation Notice *=Required Field Pre-solicitation Notice Page 1 of 5 This is not a solicitation announcement.  This is a pre-solicitation notice only. The purpose of this pre-solicitation notice is to announce that the VA Greater Los Angeles Healthcare System has an impending requirement for Therapeutic Radiologic Technologists (TRT) Services. The resulting contract will be for a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract.  The contract will begin on or about September 1, 2022. Description of Services: The VA Greater Los Angeles Healthcare System (VAGLAHS) requires onsite Therapeutic Radiologic Technologists (TRT) Services to eligible beneficiaries of the Department of Veterans Affairs Medical Center, Greater Los Angeles Healthcare System, 11301 Wilshire Blvd., Los Angeles CA, 90073. The Contractor shall provide up to 10,400 hours (5 qualified FTE s) of Therapeutic Radiologic Technologist services. The required qualifications for the TRT services are identified below: QUALIFICATIONS per Performance Work Statement (PWS): Board Certification & Registration: All Contract TRTs shall hold and maintain certification and registration in Radiation Therapy (T) by the American Registry of Radiologic Technologists (ARRT). All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of contract performance. Contract TRTs shall have at least 2 years of current Radiation Therapy experience treating patients. Verification of Credentials are available at https://www.arrt.org. Credentialing of Health Care Professionals other than physicians. In accordance with VHA Directive 2012-030, all health care professional who claim licensure, certification, or registration, as applicable to the position (this applies to all who are appointed or utilized on a full-time, part-time, intermittent, consultant , without compensation, on-station fee-basis, on-station contract, or on-station sharing agreement basis) and who are not currently credentialed in accordance with VHA Handbook 1100.19, must be credentialed in accordance with this directive. NOTE: The credentialing requirements are found in Attachment A of this Directive. Qualifications of Therapeutic Radiologic Technologists: Contract TRTs shall be a graduate of an approved program in Therapeutic Radiologic Technology, evidence by a certificate or an Associate degree from an accredited institution by the Joint Review Committee on Education in Radiologic Technology (JRCERT) and certification by the ARRT in (T) radiation therapy. The qualifications of such personnel shall be subject to review by the VA Chief of Staff and approval by the VA Facility Director. Furthermore, the Contractor shall submit the resume to the COR for approval prior to onboarding. Competency requirements shall be defined by the VA Healthcare System. Additionally, Contract TRTs shall meet the following: 1.3.1 Two (2) years of experience - Knowledge of overall characteristics and clinical relevance of radiation oncology treatment machines and equipment. Shall know ARIA software, Cone Beam Computed Tomography (CBCT), Orthogonal X-Rays (KV/KV). 1.3.2. Two (2) years of experience - Delivery of prescribed therapeutic radiation for the purposes of cancer and abnormal cell growth treatments. 1.3.3. Two (2) years of experience in 3-dimensional conformal radiation therapy (3D-CRT), Intensity Modulated Radiation Therapy (IMRT), Image Guided Radiation (IGRT), Stereotactic Body Radiotherapy (SBRT), Stereotactic Radio Surgery (SRS), Stereotactic Radiation Therapy (SRT), RapidArc. Technical Proficiency: Contract TRTs shall be technically proficient in the skills necessary to fulfill the government s requirements, including the ability to speak, understand, read and write English fluently. The Contractor shall provide documents upon request of the CO or COR to verify current and ongoing competency, skills, certification and/or licensure related to the provision of care, treatment and/or services performed. Contract TRTs shall have knowledge of professional care theories, principles, practices, and procedures to serve radiation oncology patient population. Contract TRTs shall demonstrate knowledge of growth and development, and pathophysiology of disease processes specific radiation oncology patient population. The Contractor shall provide verifiable evidence of all educational and training experiences including any gaps in educational history. Contract TRTs shall be responsible for abiding by VAGLAHS Staff By-Laws, rules, and regulations (referenced herein) that govern staff behavior. Continuing CEU Requirements: Contract TRTs shall provide the COR copies of current CEUs for TRTs performing on this contract as required or requested by the COR. Contract TRTs registered or certified by ARRT shall continue to meet the minimum standards for CEU to remain current. CEU hours shall be reported to the credentialing office for tracking. These documents are required for initial and renewal privileging. Failure to provide shall result in loss of privileges. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov at the time of proposal submission and at the time of award.  Additionally, Service Disabled Veteran Owned Businesses who respond to a solicitation must be registered and verified in the Vet-Biz Registry located at http://vip.vetbiz.gov at the time of proposal submission and the time of award. All requirements shall be detailed in the impending solicitation to be issued on or about July 22, 2022.  No questions will be considered prior to the release of the solicitation.
