- AMENDMENT 0004 7/6/2022 QUESTIONS 1.I calculated your event schedule and have no problem with Ph. 1 pricing, etc. Ph. 2 has completion windows so I used the longest segment which has the Final Report complete by 11/12/23. The performance CLIN PoP goes to 10/31/24, which is a significant period of dead time to account for in the pricing given there is nothing to build staff hours against. How should we consider this for pricing purposes? RESPONSE 2: Base Period has the following number of hours estimated: Social Scientist, Junior 300 hours Social Scientist, Senior 450 hours Administrative Support 125 hours Option Period has the following number of hours estimated: Social Scientist, Junior 450 hours Social Scientist, Senior 520 hours Administrative Support 160 hours The rates for these hours can be found by searching Google or other sources including the United States Office of Personnel Management (OPM). These sources usually show non-loaded rates meaning benefits, etc. QUESTION 2.Assuming the population is 350 employees, etc., a meaningful sample is 184 with a 95% confidence level, 5% margin of error. Is this a reasonable basis on which to develop our staff hour allocations, or are you looking for a different sample basis? Or is this at the discretion of the offeror? Response to question 2 is not available at this time, but when it does become available, I will share it. The quotes due date is being extended through 7/21/2022 due to we have pending response on this and will post it as soon as it becomes available.
