- COMBINED SYNOPSIS/SOLICITATION W9127N22Q0120 Essayons Annual Slops Service U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT 6 July 2022 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W9127N22Q0120 is for the Contractor to supply all labor, materials and equipment to complete the following; Supply vacuum truck, 150� 2� hose with male 2� Cam-Lok fitting and shut off valve/cap to fasten to vessels discharge piping. Vessel will supply communications via handheld radio. Contractor to receive up to approximately 4,500 gallons of oily slop water from the vessel manifold located at Frame 130 either Port or Stbd as needed. Work expected to be performed on the following dates and locations: July 12, 2022 at Port of Astoria 100 Portway St Astoria, OR 97103 August 30, 2022 at Port of Astoria 100 Portway St Astoria, OR 97103 September 27 at Port of Longview 10 International Way, Longview WA 98632 October 25 at Port of Longview 10 International Way, Longview WA 98632 November 29 at Port of Portland Terminal 2 3556 NW Front Ave 97210 If the above locations or dates must be changed for any reason, notification will be given a minimum of seven (7) days prior to required discharge date to allow for scheduling of personnel and equipment.� The period of performance for this requirement shall be July 10, 2022 through November 30, 2022 Provide pricing for the removal and disposal of not more than 4,500 gallons of slops from each of the locations listed above.� It is assumed the fluids being disposed are not contaminated with salts or other materials.� If contamination is found in samples Contractor shall submit a CFR detailing the nature of contaminants and additional disposal fees, if any. Contractor shall be in compliance with all state, federal local laws and guidelines for over the water transfer. Contractor shall make all notifications if required. The following solicitation is issued as a Request for Quote (RFQ), and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. This solicitation is advertised as a total small business set-aside under NAICS Code 562998All Other Miscellaneous Waste Management Services. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of active SAM registration will make an offeror ineligible for award. The Government requests pricing be completed using attachment �B.08Price List� in accordance with Performance Work Statement (PWS).
