- The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, on behalf of the James H. Quillen VA Medical Center is issuing this pre-solicitation notice for the anticipated issuance of solicitation number 36C24922R0088. Said solicitation is intended to illicit proposals for non-emergent ambulance transportation services at the James H. Quillen VA Medical Center. The North American Industry Classification System (NAICS) for solicitation number 36C24922R0088 will be 621910. NAICS 621910 s size standard is $16.5 million dollars. In accordance with FAR 52.204-7, System for Award Management (SAM), all prospective offerors must have an active SAM's registration at the time quotes are received and at the time of award. Background: The Department of Veterans Affairs (VA) has a requirement to provide non-emergent ambulance transportation services as prescribed by policies and procedures at Government expense to VA beneficiaries receiving care throughout the James H. Quillen VA Medical Center and to transport them within the Tennessee/Virginia/North Carolina/Kentucky area. An ambulance service is required to transport patients whose medical condition warrants them to be seen at James H. Quillen VA Medical Center (JHQVAMC) or local hospital setting and warrants them to travel by ambulance not private vehicle or other means. In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to award any award being made. Scope of Work: The contractor agrees to transport Veteran patients who are medically stable for transport to & from the JHQVAMC or nearest applicable non-VA medical center. Further, JHQVAMC requires basic life support (BLS) for Veteran patient transport, and in some instances will also require advanced life support (ALS) for Veteran transportation to & from JHQVAMC to nearest appropriate non-VA medical center and from non - VA medical center to JHQVAMC. The ambulance (emergency medical care vehicle) under the term of this contract shall be licensed and meet the minimum vehicle requirements as established by the Board of Health, State of Tennessee, Emergency Medical Services Division. Each ambulance shall have all required ambulance medical equipment items including but not limited to patient facilities, oxygen, suction, and environmental climatic supplies as required by Federal Specification KKKA-1822 Revision E for Ambulances. The solicitation will be posted to SAM on or about July 22, 2022. Proposals will be evaluated utilizing the Best Value, Lowest Price Technically Acceptable (LPTA) process as defined within Federal Acquisition Regulation (FAR) Part 15.101-2.
