Description
This is a PRESOLICITATION NOTICE for an upcoming construction project solicitation for the Indian Health Service (IHS).� This notice is for INFORMATIONAL PURPOSES ONLY and is NOT a request for offers.� The Government anticipates releasing the solicitation around the middle of July 2022 with proposals due at least 15 calendar days after solicitation issuance.� This date is subject to change.� A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents.� Hard copy documents will not be available � all documents for proposal purposes will be posted at www.sam.gov for download by interested parties. SET-ASIDE: This project will be procured as a 100% Small Business set-aside with preference given to Indian Small Business Economic Enterprise (ISBEE) firms under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction.� The associated size standard for this procurement is $39.5 million.� For information concerning NAICS and SBA size standards, go to https://www.sba.gov. SCOPE OF WORK SUMMARY:� This project shall provide decommissioning of ten (10) abandoned or unused community drinking water wells located on tribal land on the Washington State Olympic Peninsula.� Each well shall have the pump/drop pipe removed (if applicable), casing cut below ground surface, and� any additional work deemed necessary to allow decommissioning of each well in accordance with requirements provided herein and by Washington Administrative Code (WAC) Chapter 173-160 and other applicable requirements by the State of Washington. Each decommissioned well shall have its decommissioned status updated along with other information incidental to the decommissioning process in accordance with State of Washington requirements and this and other contract documents from IHS. LOCATION OF PROJECT:� Multiple sites on the Washington State Olympic Peninsula (Jamestown, Makah, Quinault, Suquamish Tribes) TERO:�This work may be subject to the Tribal Employment Rights Ordinance (TERO) of the Makah Indian Tribe.� It is the sole responsibility of the contractor to comply with all applicable TERO requirements. CONSTRUCTION DURATION:� Period of Performance is 60 calendar days after issuance of a Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $100,000 and $250,000. SITE VISIT:� Details regarding a site visit opportunity will be included in the solicitation. CONTRACT TYPE:� The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement.� This solicitation will be procured as a Request for Quotes (RFQ) in accordance with FAR Part 13 and 36 procedures.� The evaluation for this award will be based on price and the quoter�s compliance with the terms and conditions for the RFQ. Pursuant to HHSAR 326.603-1(h), preference will be given to Indian Small Business Economic Enterprise (ISBEE) Firm offerors who are technically capable and provide fair and reasonable pricing. NOTE: ALL DATES ARE SUBJECT TO CHANGE.� SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES. For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $39.5 million.
