- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is BlissOSJA1ADAES0002 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 334310 with a small business size standard of 750.00 employees. This requirement is a Small Business Set-Aside and only qualified sellers may submit bids. It has the ability to command and control presentation of all digital evidence and direct its display to appropriate courtroom viewing sources. It has the ability to simultaneously connect, display, broadcast and power multiple external digital media devices. Wired internet access. Command and control a backup recording system that connects to 18 channels/microphones that have hidden wires to twelve (12) panel member stations, the witness station, the podium, the prosecution table, the defense table, and the judge. The device will need to be able to record onto USB devices/SD cards, and the ability to hook up to an external hard drive., 1, EA; LI 002: Military Judge Command Station: 15� or larger user-friendly command and control touch panels with a customized Graphical User Interface (GUI) with simple commands buttons. Wired internet access., 1, EA; LI 003: Lectern/Podium: User-friendly 15� or larger touch panels with a customized Graphical User Interface (GUI) with simple commands buttons. It has the ability to simultaneously connect, display, broadcast and power multiple external digital media devices to include laptops, smartphones, and tablets. Command, control, annotate, zoom/detail and present digital evidence and direct its display to appropriate courtroom viewing sources. Wired internet access., 1, EA; LI 004: Defense and Prosecution tables, User-friendly 15� or larger touch panels with customized Graphical User Interface (GUI) with simplified commands, the ability to zoom/detail. It has the ability to simultaneously connect, display, broadcast and power multiple external digital media devices to include laptops, smartphones, and tablets. Command, control, annotate, zoom/detail and present digital evidence and direct its display to appropriate courtroom viewing sources. Wired internet access., 1, EA; LI 005: Panel Member Areas: Twelve 10� monitors for each panel member. Ability to display digital evidence as directed from courtroom touch panel interfaces. Microphones (12) with hidden wires at each panel member stations that will connect to the Court Reporter�s 18 plus channel recording system., 1, PKG; LI 006: Witness stand: User-friendly 15� or larger� touch panels with customized Graphical User Interface (GUI) with simplified commands, and the ability to annotate. Annotation will be able to simultaneously connect and display to court- room monitors or remote connections., 1, EA; LI 007: Web Conferencing: a universal BYOD approach allowing the court reporter to connect a laptop and utilize any web conferencing platform of their choosing, which will leverage the cameras, audio and video distribution system put in place through a USB interface., 1, EA; LI 008: Digital Displays: Large (two 85 inch/ two 65 inch), LCD displays placed throughout the courtroom visible to all court participants, including spectators., 1, PKG; LI 009: Deliberation room. Connect to existing monitor for displaying from any input source from the courtroom to the deliberation room where video/audio can be seen and heard., 1, EA; LI 010: Court Reporter Equipment Integration: Ability to record all audio of the procedures to create redundancy/backup. The telephonic testimony audio signal should be transmitted to Eclipse 16-channel audio interface as well as the 18-channel backup system. The ATC system will have a DSP with a voice over IP (VOIP) interface card which will provide NIPR only ATC. The ATC will utilize both the room�s audio system for microphone and sound reproduction and the control system and touch panel for all operational functions and dialing., 1, PKG; LI 012: Laptop and Tablets: 4 standalone laptops (2 prosecution/ 2 defense) with current generation i7 processor, ability to hook up, USB, HDMI, VGA, with CD/DVD drive; Windows 11 based with Adobe Premiere Pro, MS365, and Trial Director. Six tablets (3 prosecution/3 defense) that have the ability to communicate and message in real time over Wi-Fi, and will include PDF Expert, Aeon Timeline, Trialpad, MS Office Suite, Adobe Premiere Pro, and Trial Director., 1, PKG; LI 013: Document Camera: Ceiling or lectern-mounted document camera to project physical evidence on all (or selected) courtroom displays., 1, EA; LI 014: Courtroom Audio: Amplification of all audio via wall or ceiling mounted speakers. The speaker systems will consist of new ceiling speakers and multi-channel amplification to support program audio, conferencing, and local speech reinforcement in multiple zones., 1, PKG; LI 015: Media Storage: Media storage device technology that combines multiple physical disk drive components into one or more logical units for the purposes of data redundancy, performance improvement, or both for storage of all courtroom digital media activity. Minimum drive storage of at least 2 TB and connect to local network for accessibility from user DOD computers., 1, PKG; LI 016: Graphical User Interface (GUI): The key consideration to the BETR suite is achieving consistency of the GUI in every installation. The contractor shall work with the Government�s project officer to tailor the GUI for controlling the audiovisual system and ensure the chosen GUI is implemented consistently at every installation performed by the contractor. Should the need arise to modify the GUI following the completion of one or more installations, the contractor shall provide the government with options for quickly updating the GUI at any completed courtroom, such as remote updating, providing software, instructions and support to enable local user updating, performing update during scheduled maintenance, etc., 1, EA; LI 017: Equipment Compliance: The contractor will make every effort to select products from the DISA APL, and that have been JITC tested, and that are TAA compliant., 1, EA; LI 018: Installation: All equipment shall be tested, assembled and configured prior to arrival on-site, to every extent possible. The contractor shall develop a test procedure and shall conduct a field verification test prior to scheduling commissioning and acceptance testing with the end user., 1, EA; LI 019: Tuning: System shall be tuned prior to government acceptance to ensure all components operate without interfering with any other components, and to ensure optimum coverage of microphones and speakers, 1, EA; LI 020: Training: Contractor shall provide a system user guide and reference materials for end user, and provide a one-time training to end user on system operation., 1, EA; LI 021: Maintenance Requirements: Maintenance support begins upon completion of the courtroom; provide automated system failure notifications; 24-hour telephone phone support; bi-annual preventive maintenance to include software updates; emergency maintenance strategy that includes reinstallation and alignment of repaired equipment, and covers all parts and labor needed for equipment breakdown; lifecycle replacement plan. Once a telephonic request for support is submitted, a return call is expected within one hour. If telephonic support does not resolve the issue a technician is expected to be on site within 1-3 days., 1, EA; LI 022: Warranty: The contractor will provide maintenance service for three (3) years, and a parts and labor warranty that covers five (3) years, not to include the manufacture warranty. This warranty period begins the day the Government accepts the project., 1, EA; LI 023: Requirement Analysis: The contractor shall provide analysis of requirement documents. The requirement analysis will be conducted on site, or virtually where possible and will also consist of video and telephonic interviews with stakeholders. The objective is to ensure the contractor has the necessary information of the physical facility to implement the basis of design for the BETR solution and the end users understand the solution prior to finalizing the site-specific system design., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC End User is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.
