Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following service: Grounds Maintenance for the CBOC at Twin Falls, ID. The Contractor shall furnish all necessary labor, supervision, materials, supplies, tools, equipment and transportation to perform services in accordance with the specifications outlined in this contract. BASIC SERVICES FOR LANDSCAPING. The contractor shall comply with all local, State, and Federal rules and procedures and perform the following services in accordance with the National Arborist Association, American Society of Landscape Architects, and the local county extension office s recommendations and standards: Maintain trees, shrubs, broadleaf evergreens, hedges, ground covers, vines, and perennial flowers, includes weeding, trimming, watering, and debris removal. Prune trees and shrubs. Trim shrubs, hedges, and vines. Maintain irrigation system. Mulch bedding areas. Police grounds of trash and litter and empty outside trash receptacles. Perform pest control on the grounds and within the building. Report usage of pesticides to the Contracting Officer Representative (COR). Fertilize and add soil amendments. For the lawn: weed, fertilizer, and insecticide twice each season. For trees and shrubs: dormant oil once each season spider barrier twice each season foliar application once each season Aerate soil. SPECIAL EVENT LANDSCAPE SERVICES. Upon notification by the COR, the contractor shall perform special event services as required, i.e. plant flowers, shrubs, install sod, etc. Special event services will be priced separately from routine services but may consist of all or some of the basic services within this contract. These services will be invoiced and paid for under individual purchase orders. BASIC SERVICES FOR SNOW/ICE REMOVAL. The contractor shall remove snow and ice from all sidewalks, entryways, and handicap parking spaces. The contractor shall ensure a pathway 3 feet wide is free of snow accumulation, piles, or drifts by removing all snow and ice. Snow shall be removed when accumulation exceeds one (1) inch or within one (1) hour after snowfall stops, whichever comes first. This may require multiple snow/ice removals each day. When snowfall is heavy or accumulations become excessive, excess snow will be piled at the inside edge of sidewalks to ensure safe access to walkways and handicap access, but will not be piled in the streets or gutters. REMOVE ICE. The contractor shall immediately remove ice to provide secure footing and safe parking conditions. The contractor will provide all sand or ice melt. Contractor shall remove and dispose of excess accumulations of sand or ice melt. SAND OR ICE MELT CONTAINERS. The contractor shall provide, maintain, and place sand or ice melt containers. The contractor is responsible for all tools, equipment, and sand required. The Government representative shall approve the sand or ice melt container prior to placement. The contractor shall keep the containers full throughout the winter season. The contractor shall replace or repair any damaged containers or lids within one (1) day after notification by the contracting officer or government evaluator. The contractor shall keep the area in and around the sand or ice melt containers clean. The contractor will dispose of all trash and debris found in those areas. Potential candidates having the capabilities necessary to provide the above stated services are invited to respond to this Sources Sought Notice via e-mail to Jeffrey Hansen at jeffrey.hansen2@va.gov no later than 13 July 2022, 5 PM Pacific. No telephone inquiries will be accepted. RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: company name, address, and business size; point of contact name, phone number, and e-mail address; capability statement and if the services are available on a current GSA Federal Supply Schedule contract. NAICS Code 561730 is applicable to determine business size standard. Any questions or concerns may also be directed to Jeffrey Hansen via e-mail. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government may or may not issue a solicitation as a result of this announcement. There is no solicitation available at this time.
