Description
The U.S. Army Contracting Command-New Jersey (ACC-NJ) on behalf of the Office of the Project Manager for Combat Ammunition Systems (PM CAS) both located at Picatinny Arsenal, New Jersey is conducting market research to identify sources capable of manufacturing and delivering the 155mm Artillery M107 Projectiles and/or 155mm M107 Metal Parts Assembly.� The purpose of this market survey is to obtain potential sources to manufacture and deliver M107 projectiles and associated Metal Parts. The market survey will be used to determine the acquisition strategy of either a system approach for the complete projectile end-item or a component breakout strategy of metal parts.� A decision on acquisition strategy will be completed after a full review of the market analysis. The M107 High Explosive (HE) Projectile is a hollow forged-steel shell filled with TNT (14.6 lbs.) or Composition B (15.4 lbs.) Explosive. The complete projectile weighs ~43.2�kg/95lbs and is ~800mm/31.5 inches long. A deep fuze cavity intrusion variant permits use of the M782 Multi-Option Fuze. When other fuzes are employed with the deep cavity variant, a supplementary charge of pressed TNT is used to ensure continuation of the fuze initiation through to the explosive charge. The shallow (normal) cavity variant will employ all fuzes except the deep intrusion proximity fuzes.� This projectile is fired from 155mm howitzers and is used for blast effect, fragmentation, and mining.� To be considered a capable source for this effort, all interested sources shall submit the following information: a. Identify their projected monthly delivery capability and lead-time for delivery of 155mm M107 Projectiles and/or 155mm Metal Parts. In addition, sources shall provide their minimum sustaining rate, maximum capacity rate, and available capacity rate. Sources shall also provide lead times for components and first lot delivery. b. A summary of their company's capabilities including organizations name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number and/or CAGE Code (as applicable); c. A description of facilities, equipment including key specifications or capabilities, manufacturing process, inspection (destructive and non-destructive) capabilities, personnel, past experience as an artillery projectiles and/or metal parts producer or a systems contractor, proven monthly production capacity and/or potential capability, possible partnering/teaming arrangements, and whether the company is a small or large business. Responses should include how the aforementioned factors relate to the specific technical requirements of M107 Projectile and/or Metal Parts. In addition, responses shall also identify other production within the facility with respect to cross shared resources such as production equipment or gauging.� This also includes potential production the contractor may be anticipating over the next five years. d. Evidence of Quality Assurance in order to support this production program. The respondent should provide sufficient detail to the U.S. Government so as to make a reasonable assessment on the capability to produce this item at the required rate. All interested contractors must be registered in the System for Award Management (SAM). This market survey is for informational and planning purposes only and shall NOT be construed as a Request for Proposal (RFP). �The top level drawing and detailed specification for the 155mm Artillery M107 Projectile with Supplementary Charge (D544) will be provided upon request for information only.� All information is to be submitted at no cost or obligation to the Government.� If a formal solicitation is generated at a later date, a solicitation notice will be published.� No award will be made as a result of this market survey.� Please identify any proprietary information submitted.� All information provided will not be returned and will be held in confidential status. The contractor shall provide all information requested in this notification within thirty (30) calendar days from the date of this notice, by electronic mail (e-mail) only at no cost to the Government.� The maximum allowable page limit to the market survey response shall be no more than 15 pages in length.
