Description
The purpose of this market survey is to solicit statements of interest and capability from sources that can provide Financial Support Services for The Federal Aviation Administration (FAA), Enterprise Service Center (ESC).� Additionally, this market survey is being conducted to obtain the information necessary to determine whether adequate competition exists, to identify capability among small businesses, SEDB/8a sources, and service-disabled veteran-owned small businesses; and to identify those Small businesses that offer the services via federal schedules. The FAA intends to establish a standalone contract to provide Financial Support Services.� 1.0������ Background The Enterprise Services Center (ESC) is an organization located at MMAC. As one of four federal shared service providers for financial management within the Government, ESC anticipates growth based on the OMB mandate that requires all federal agencies to transition their accounting services to one of the four designated providers.� Currently, AMK-300 provides financial management services for the entire Department of Transportation (DOT) as well as other non-DOT agencies, for a total of 21 unique customers, and they must continue to grow. As a result, AMK-300 must stay competitive in order to retain existing business and to attract new customers.� The purpose of this contract is to allow AMK-300 the flexibility and scalability to provide financial services in an ever-changing environment.� ESC Financial Services Division (AMK-300) consists of five branches, which are listed below: AMK-300: Financial Services & Task Automation Division AMK-310: Administrative Payments Branch AMK-320: General Accounting Branch AMK-330:�Financial Reporting� Analysis Branch AMK-340:�Travel Services Branch AMK-350:�Requirements Analysis & Process Improvement Branch 2.0������ Identified Requirements As a reference, at a high level, ESC�s Financial Support Services needs may encompass, but are not limited to: Accounts Payable Processing Reporting and Analysis Reimbursable Agreements Mail Processing Business Analysts Travel Historically, this has been an SBA 8(a) set-aside, but the goal of the Market Survey/Request for Information.� Interested sources must respond with information to confirm evidence of their qualifications and capabilities to meet requirements in the attached description.� The FAA intends to review all response submittals to establish the acquisition strategy. Responses will be used for informational purposes only.� This is not a screening information request or request for proposal of any kind.� The FAA is not seeking or accepting unsolicited proposals.� The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.� Therefore, any cost associated with the market survey submission is solely at the interested vendors� expense. 3.0������ Instructions Responses, submitted electronically in MS-WORD or Adobe PDF format are limited to 15 pages, excluding a completed Business Declaration, using 12-point Times New Roman front (or similar) with 1-inch margins.� Responses are due no later than 5:00 P.M. (CST) July 22, 2022.� All interested parties must submit their responses via email to abigael.k.schultz@faa.gov.� Questions must be in writing, no phone calls please.� Responses should include �Market Survey Response to AC-22-ESC-FSS"" in the subject line and outline the information in the following categories / format. A.������� Capability Statement - This document should identify: Provide a brief description of your company, types of services, business size and point(s) of contact, including name, address, phone and email address.� Include a completed Business Declaration. (See attached). B.�������� Provide at least two examples of experience with Financial Support Services contracts. Length of the contract (Period of Performance) Type of contract (Fixed Priced or Indefinite Delivery Indefinite Quantity) Size of contract (ex: number of users, types of labor categories) Contact Point of Contact: Client name and contact number or email C. Please provide information regarding your available acquisition sources for this requirement. Please indicate if your company currently offers these services through a General Services Administration (GSA) Federal Supply Schedule (FSS) or Multiple Award Schedule (MAS),�Electronic Federal Aviation Administration (FAA) Accelerated and Simplified Tasks (eFAST), or other contractual vehicle. D. Please include any comments, concerns or recommendations that you have identified in regards to the requirements attached documents and Labor Categories.
