- Market Survey Long Life Reusable Container (LLRC) Development 1.� Market Survey Request:� Army Contracting Command � Detroit Arsenal (ACC-DTA) and Product Manager Heavy Tactical Vehicles (PdM HTV), referred to herein as the United States Government (USG), is issuing a Sources Sought Request for Information (RFI) notice as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for a Long-Life Reusable Container (LLRC) for an engine of the M917A3 Heavy Dump Truck (HDT). 2.� Specifics:� A LLRC is a specialized shipping and storage container employing a shock isolation system for military components and applications.� The LLRC shall: (1) be constructed of steel, (2) be designed to protect the contents from experiencing a G-force greater than fifteen (15) G�s, and (3) have a chemical agent resistant coating (CARC) finish.� LLRC container shall meet the LLRC design, prototyping, validation, and documentation requirements identified within SAE ARP 1967B as well as the attached revisions and exceptions contained herein.� Component: �-- Dressed Engine � Part Number 12649349 3.� Proprietary Information: The USG acknowledges its obligations under 18 U.S.C. � 1905: The Trade Secrets Act to protect confidential information provided to the USG. Pursuant to this statute, the USG is willing to accept proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following: Data must be in writing and be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the USG is clearly notified regarding what data is proprietary. Mark as proprietary only data that is truly confidential and to which there is a legal property right. Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis.�� Do not mark data that is available to the USG or to the public without restriction from another source. Do not submit any classified data in response to this market survey. Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: �PROPRIETARY PORTION BEGINS� and �PROPRIETARY PORTION ENDS.� 4.� Disclaimer: The USG is not responsible for the public disclosure of unmarked data received in response to this market survey. Accordingly, the potential offeror shall ensure that technical data provided in response to this market survey shall be appropriately marked (see above) to ensure proper USG handling of the data. Should the USG need to reproduce the protected data for distribution purposes between USG offices, all such data shall be reproduced with restrictive legends in place. 5.� Clarification of this Action: This request is for a market survey. It is an inquiry intended to measure the level of industry interest, and capabilities for competing for potential USG contracts. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract.� This is not a pre-solicitation notice or Request for Proposal (RFP), nor shall any contracts be awarded from this announcement. Information provided regarding the potential contracts, as presented in this market survey, is subject to change. Additionally, this inquiry does not bind the USG to solicit for, or award any contracts. Participation in this survey from a potential offeror is solely voluntary; no reimbursements shall be made to any offeror for costs associated with participation in this survey. Data submitted to the USG will not be returned, but will remain archived as part of historic records.
