- ***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, CLIMATE PROGRAM OFFICE INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH THE GEORGE WASHINGTON UNIVERSITY (GWU) OUT OF WASHINGTON, DC TO ESTIMATE AIR POLLUTION-RELATED HEALTH IMPACTS USING GeoXO ATMOSPHERIC COMPOSITION DATA. ***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT GWU IS THE SOLE PROVIDER OF THIS SERVICE. DR. SUSAN ANENBERG�S TEAM AT GEORGE WASHINGTON UNIVERSITY (GWU) DEVELOPED THE ORIGINAL R CODE AND CALCULATED POLLUTION-ATTRIBUTABLE HEALTH IMPACTS ACROSS THE U.S. FOR PM2.5, OZONE, AND NO2 HEALTH IMPACTS USING WRF-CHEM OUTPUT FOR BUSINESS AS USUAL AND COVID-19 SIMULATIONS. THEIR WORK WAS INCLUDED IN AN INTERNAL GEOXO INTERIM REPORT ON AIR POLLUTION-RELATED HEALTH BENEFITS OF AIR QUALITY ALERTS IMPROVED BY ADDITIONAL SPATIAL COVERAGE FROM GEOSTATIONARY VERSUS POLAR-ORBITING SATELLITES. NO OTHER SOURCE HAS THE EXPERIENCE WITH THE CODE AND METHODOLOGICAL APPROACHES NECESSARY TO ALLOW FOR CONTINUED UPDATED ESTIMATES OF PM2.5-ATTRIBUTABLE MORTALITY AND ASTHMA EMERGENCY DEPARTMENT VISITS USING GEOSTATIONARY VERSUS POLAR-ORBITING SATELLITES FOR THE ENTIRE CONTINENTAL US IN A TIMELY MANNER. THE FOLLOWING SERVICES AND DELIVERABLES TO BE PROVIDED BY DR. SUSAN ANENBERG�S GROUP AT GEORGE WASHINGTON UNIVERSITY (GWU) ARE: � � � � � CONDUCT HEALTH IMPACT ANALYSES FOR PM2.5, OZONE, AND NO2 FROM A RANGE OF SYNTHETIC GEOSTATIONARY SATELLITE DATA AND CHEMICAL TRANSPORT MODEL OUTPUTS TO IDENTIFY THE BENEFITS OF GEOXO CAPABILITIES COMPARED WITH DATASETS LACKING GEOXO CAPABILITIES AND SHARE THE RESULTING FINDINGS WITH NOAA FOR USE IN GEOXO PLANNING. � � � � � EXPLORE THE DISTRIBUTION OF ESTIMATED AIR POLLUTION-ATTRIBUTABLE HEALTH IMPACTS ACROSS POPULATION SUBGROUPS (E.G. BY RACE, INCOME LEVEL, EDUCATIONAL ATTAINMENT LEVEL, AND/OR SOCIAL VULNERABILITY INDICES) AND SHARE THE RESULTING FINDINGS WITH NOAA FOR USE IN GEOXO PLANNING. � � � � COMMUNICATE WITH NOAA STAFF, OTHER SCIENTISTS, THE PUBLIC, AND OTHER STAKEHOLDERS ABOUT THE VALUE OF SPACE-BASED GEOSTATIONARY ATMOSPHERIC COMPOSITION DATA. � � � � DELIVER TO NOAA UPDATED ESTIMATES OF PM2.5-ATTRIBUTABLE MORTALITY AND ASTHMA EMERGENCY DEPARTMENT VISITS USING GEOSTATIONARY VERSUS POLAR-ORBITING SATELLITES FOR THE ENTIRE CONTINENTAL U.S., FOR SPECIFIC POOR AIR QUALITY EPISODES IN DIFFERENT LOCATIONS IN THE U.S., AND THEIR DISTRIBUTIONAL EFFECTS ON DIFFERENT POPULATION SUBGROUPS IF GWU IS NOT INVOLVED, NOAA WOULD HAVE TO FIND ANOTHER SUPPLIER WITH THE TECHNICAL KNOW-HOW (REQUIRING A HIGHLY-QUALIFIED TEAM IN BOTH REMOTE SENSING AND EPIDEMIOLOGY) TO REPLICATE GWU�S PREVIOUS WORK AND EXECUTE FUTURE STEPS. THIS WOULD SET THE ACX USER AND PRODUCT TEAM BACK AT LEAST A YEAR, IF NOT MORE WHEN CONSIDERING EDUCATIONAL REQUIREMENTS AND HIRING APPROPRIATE TEAM MEMBERS, AND WOULD DEPRIVE ACX VALUATION STUDIES OF VALUABLE DATA AND WEAKEN THE ACX USER AND PRODUCT TEAMS� ABILITY TO CONTRIBUTE EFFECTIVELY TO GEOXO PLANNING. THIS IS A HIGHLY-TECHNICAL, PROPRIETARY, UNIQUE, RESEARCH ANALYSIS DEVELOPED BY A SPECIFIC TEAM AT GEORGE WASHINGTON UNIVERSITY. THERE ARE NO AUTHORIZED PARTNERS OR RESELLERS WHO CAN PROVIDE THESE SERVICES IN THE UNITED STATES. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS.
