Classification Code: 59�Electrical and electronic equipment components NAICS Code: 334511�Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing Is this a Recovery and Reinvestment Act Action?: No Primary Point of Contact: Jennifer Jones, Contracting Officer, jennifer.l.jones.mil@socom.mil.���� �Phone: 8138267900 Description: On September 2017, the United States Special Operations Command (USSOCOM Directorate of Procurement) awarded a sole source 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract H92222-17-D-0023 to Sierra Nevada Corporation (SNC) to support USSOCOM Dismounted Counter Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (CREW) Systems, now known as Multi-Mission Electromagnetic Countermeasures (MM-ECM).� On 16 June 2020 a modification was issued to increase the ceiling from $205,000,000.00 to $410,000,000.00.� The purpose of this proposed procurement action is to extend the period of performance by three additional years, from 17 September 2022 to 17 September 2025.� The contract extension is required to support procurement orders for the Modi electronic countermeasure (ECM) system from USSOCOM, United States Army (USA), United States Marine Corps (USMC) and other government agencies.� This opportunity to coordinate acquisition efforts allows all stakeholders to gain efficiencies through quantities-of-scale and collective developments and enhancements across the ECM user community.� Delivery Orders to this IDIQ also include the following for Modi systems: -�������������� Sustainment and engineering support services; -�������������� Procurement of new MM-ECM systems; -�������������� Loadset, software, and firmware development; -�������������� Research and advanced technique development; -�������������� Spare parts and ancillary equipment; -�������������� Development of prototype auxiliary/subsystem equipment based on emerging technologies; -�������������� Upgrades and Service Life Extension Programs (SLEP) of systems; -�������������� Training and fielding support; -�������������� Support to mission critical and urgent requirements for Special Operations Forces. After evaluation of the responses received to the Sources Sought issued 16 July 2016, USSOCOM has determined that, in accordance with FAR 6.302-1(a)(2)(ii), no other responsible source will satisfy agency requirements with the available technical data without incurring substantial duplication of cost that is not expected to be recovered through competition.� Interested persons may identify their interest and capability to support the requirement.� THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� However, all responses received within thirty (15) calendar days of this synopsis will be considered by the Government.� A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
