- NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored.� Only one responsible source and no other supplies or services will satisfy agency requirements. Army Contracting Command � Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, Tobyhanna, PA 18466 intends to award a sole source purchase order to Viavi Solutions, Inc., 20250 Century Blvd. GERMANTOWN, MD 20874-1177 Description of Supply: 1. MAP-330A-B 3 Slot Mainframe, Part#: MAP-330A-B, 1 Each 2. MAP-300A GPIB Plugin Module, Part#: MAP-300AGPIB, 1 Each 3. IL/RL Meter 1310/1550nm SMF FC/APC, Part#: MORL-A13500-STD-M100-MFA, 1 Each 4. OPM Adaptor, 2.5 mm ferrule non-locking, Part#: AC116, 1 Each 5. Dual 1x12 SMF Bulkhead FC/APC without option, Part#: MOSW-C121C012B0-M100, 1 Each 6. MAP-series PCT polarity & port mapping app, Part#: MSUP-300A-PCTMAPPING, 1 Each Viavi Solutions Inc. equipment is the only one known to have a modular bench-top fiber optic testing system capable of performing �hot swaps� (meaning that a module can be changed/replaced without powering down the unit) and meeting all the other shop requirements in one unit. Other vendors require larger rack type systems to perform the same tasks and are not capable of performing �hot swaps� which would require the shop to shut the system down and restart each time the system needed to be configured. These shutdowns would require additional time to perform testing on the fiber assemblies. Being able to perform �hot swaps� will allow shop personnel to complete testing quicker which will save time and ultimately money. Additionally the Viavi Solutions Inc. system does not require a separate PC and software to configure and develop test programs and store data because configuration changes can be made through input to the system itself. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. Interested parties may identify their interests and capability to respond to this requirement by July 18, 2022 at 4PM (EST). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. The Government intends to solicit and negotiate directly with Viavi Solutions INC. under the authority of FAR 13.106-1(b)(1). If any interested party that can provide this supply, without compromising manufacturing delivery, warranty or mark ups, you may submit a statement of capabilities that may be considered by Tobyhanna Army Depot. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. The capability statement, a price list and any other information furnished must be via email only and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements. Capability statements and related materials must be e-mailed to Missy Morgan at Michele.j.morgan.civ@army.mil by 10:30 AM EST on July 18, 2022.
